I think I'd be doing audio recordings and logging transmissions to see if what the county IT Director is saying is true, out of curiosity if nothing else. Dispatching the state police on the dispatch talk group doesn't count - that is just one agency.

Why so much activism from you guys? What do you hope to gain from this?

The more the pot gets stirred, the more these agencies will just keep using encryption.

My questioning was just asking for information which this guy freely gave. I wasn't interesting in challenging him but just getting data. I thanked him for his responses.

Hmm...I've never heard of or seen an xx08 TG on the SIRN system in the eastern panhandle. That's interesting. I'm not seeing it on anything I'm monitoring here in Jefferson County (yet).

I was just about to comment that Hampshire Co. Sheriff is set up similarly:

1307 is main Sheriff Dispatch
1308 is the Sheriff Secure

AES256 encryption is just ridiculous overkill. You'd think they were worried the Chinese and Russians were planning an invasion of the county.

It's been a P25 standard for years now and is a requirement in certain radio grants if encryption is to be used.

No doubt due to the whining in here (and maybe somebody whining to SIRN directly), the Dec 2021 SIRN newsletter says:

Berkeley County Sheriff’s use of PTAC – As long as an agency is using their dispatch
channel for normal traffic, then there is not a policy violation if they take other traffic to
an encrypted channel.

They're not using their dispatch channel for normal traffic. Whose definition of normal are they using? IMO, normal traffic is about 99% gone from their dispatch channel. I guess just using it for major announcements counts as normal? I'm confused on how this is not a blatant violation fo SIRN's own policies.

If you re-read your post, don't you think that might be just a bit unkind?
He's taking a jab at me and I don't really care what he thinks or says. He has his opinions and feelings about things as he should.

I'm a citizen of WV and Berkeley Co. so I don't think it's uncalled for or out of line (or whatever he thinks) to inquire or ask about. I feel that what I did was better than b*tching and moaning about something and never doing anything about it.

As I stated earlier. If people want to keep complaining, Im sure they will oblige with changing policy. Obviously the powers to be in that county have decided to mainly encrypt police calls and I see more of that happening.

We have a submission from a user suggesting that ALL of the talkgroups listed below are now encrypted. However, based upon this thread it sure sounds like the Dispatch channel is not encrypted but simply not used for much anymore with traffic being diverted to TAC channels after initial dispatch.

Using Pro-96 monitoring software on the Berkeley and Jefferson County sites since December 10, 2021 I've found the following:

1) I've not logged an encrypted transmission on TG1107. It only carries announcements from dispatcher, no radio traffic between County units and dispatcher. There were a few occasions where I recorded state police units communicating to the Berkeley dispatchers, but that seems to have tapered off since the Holidays have passed.
2) ALL communications on TG1141 are encrypted. No logs indicate since 12/10/2021 that an in-the-clear transmission has occurred.
3) County Law enforcement traffic is also occurring on TG1106 and TG1108 which appears 100% encrypted all of the time. Their use is unknown so far.
4) I cannot confirm TG's 1117, 1143, 1141 are full-time encryption. It appears so at this time, but I have no concrete logs to prove it. There's just not enough traffic on them.
5) Martinsburg PD traffic is not encrypted so far. TG1109.
6) All Berkeley County Fire Private Company channels are encrypted all of the time for several months now.
