I suppose the best answer is "Who can know this for sure?" There is a contract, I'm sure and there must be some agreement as to when the system will be ready for acceptance testing. But then there are probably the basic escape caveats: natural disasters, work stoppage, supply chain issues (the big one these days) and all them other "It ain't our fault, we really tried, but them other characters didn't do their thing".

I'm sure if one contact the right people in state government, back in the old days it would have been the finance and administration cabinet and file an open records request, one could probably view this contract.

Maybe it’s never coming they might do like Georgia Alabama Mississippi sign a contract with the utility company to use their system did back in the day like they did with southern link iden network

Mississippi Wireless Information Network (MSWIN)
In April 2005, the State of Mississippi committed to the building of a statewide interoperable public safety radio system, now known as the Mississippi Wireless Information Network (MSWIN). Section 25-53-171, Mississippi code of 1972, established the Mississippi Wireless Communication Commission (WCC) as the entity responsible for overseeing and maintaining effective public safety emergency communications in the State of Mississippi. MSWIN is currently utilized by almost all state agencies as well as a majority of counties and local agencies, with more and more joining each year.
Alabama Interoperable Radio System (AIRS)
System Notes
This trunked radio system is part of a state wide interoperability initiative officially known as the Alabama Interoperable Radio System (AIRS). It was previously referred to as the the Alabama First Responder Network (ARFN).
When completed, it will be possible for subscribers to communicate from one end of the state to the other on a handheld radio if the need arises.
GA Department of Public Safety (Georgia)
Georgia State Patrol utilizes regional communication centers for dispatching; individual posts are still referenced in some areas of the state.
Georgia State Patrol utilizes Georgia DNR frequencies in some areas.
Georgia State Patrol operates on county and regional trunked systems as noted.
Posts not specifically listed operate on other GSP repeaters in the same troop area.

I meant in the early 2000s and 90s they used IDEN southern linc and some public safety in Georgia is using the electric companies TETRA system

I'm just north of post 2 Webster County and they broadcast one of their UHF channels back into post 2 area from my area in Union County post 16

The Commonwealth of Kentucky, KSP Communications Division, has sent to the FCC numerous construction completion, and on the air notices as of 06/23/22 for tower sites in the Post 1 and Post 2 areas. Start listening and logging.

Took a drive out to the Sacramento and Tucker Ridge sites today and no signal was received for this system.

You'd think that with 1 control channel frequency and 5 voice channels on a trunked system, they must be figuring on more than KSP as users of the system.

I believe the plan, as with most statewide trunking systems, is to have most state agencies on it as well as local agencies wishing to join.

Kentucky State Police, Commercial Vehicle Enforcement, Kentucky Fish and Wildlife, Attorney General's Office, and Alcohol Beverage Control to name a few.

used for the state radio system. If I interpreted the FCC codes listed on RR right they have been granted the following:

Your scanner will do just fine monitoring the system once it is up and online, It's single site only at this time so no need to worry about simulcast distortion.

I was thinking more on the lines of cities and counties. CVE and F&W don't transmit all that much and I've never ever heard what might be an AG or ABC unit.

FWIW, decades ago, back in my state fire marshal days, I had a KSP radio in my state car. I bet I made less than ten transmissions on it. That was when I was behind an impaired driver or watched a roll-over happen.
