Got a close up view of one of their handhelds while going through a check point in Houston. The rubberduck antenna said "UHF"

Not with DMR
VA/USPS, EPA yes, but I've never encountered Military using DMR - YMMV but very suspect

Could be USPS. Have not been able to decode any additional information yet. Does not seem to be high power/wide area.

WI TSA transitioned to UHF w/encryption that can be turned on/off which is why you may occasionally hear them.
