What Scanner(s) needed for Central PA coverage?

I don't have much radio background.

The news organization I work for covers 5 counties in Central PA: Cumberland, Dauphin, Lebanon, Perry and York (northern part). This also means a lot of area is under State Police coverage and also Capitol Police (both on PA-STARNet OpenSky although State Police only partly on the system) coverage in the capitol.

This is what I have gathered about system types and system voice in these areas. I am also aware that some counties with OpenSky and EDACS simulcast on older systems for fire volunteers.

Cumberland County: (already have OpenSky receivers to listen to County dispatch)
Carlisle Borough-Motorola Type II Smartnet 800 MHz trunking system, analog voice
Dept. of Defense sites-Project 25 Standard, APCO-25 Common Air Interface Exclusive system voice

Dauphin County:
Project 25 Standard (Motorola Astro 25 UHF digital trunked system), APCO-25 Common Air Interface Exclusive system voice
Derry Township:
Motorola Type II Smartnet, analog system voice

Lebanon County:
M/A-COM EDACS digital, ProVoice system voice

Perry County:
not sure of system type or voice
Law enforcement on VHF lowband (45.66000)
Fire/EMS on VHF lowband (45.20000)

York County:
M/A-COM P25ip UHF-T band digital trunked system, APCO-25 Common Air Interface Exclusive system voice

Capitol Police are on OpenSky.

State Police are on OpenSky in Cumberland, Dauphin counties as of now. This means they can still be monitored in the other three counties.

What types of scanner(s) are needed to monitor this diverse area? Need desktop and mobile units.

Based on your own analysis, you need a digital. Check here for a complete list: Digital Scanners - The RadioReference Wiki Even if some digital are simulcast now, there will be more that may not. Of course, no scanner will ever receive OpenSky (or EDACS_Provoice), but you say you already have a dedicated receiver as a news reporter.

Perry County's Fire/EMS frequencies are 46.200 and 46.300 not 45.xxx...and Cumberland County's dispatch can also be heard on 46.060 along with Juniata County.
