The state owns no towers in Milwaukee County, closest tower sites would be Delafield in Waukesha and Brighton in Kenosha County. There has been some rumor of locating the Milwaukee County on the State Prison in downtown Milwaukee.

It's not a rumor. The State is planning on installing antennas on the DOC building.

This is great news to scanner listeners, with the current digital scanners this system will e able to be monitored and EF Johnson is a good company. I am glad they went with a good company and nothing like Harris Open Sky system or known as cloudy sky.

Lets keep open sky out of this forum. I thought the State owns a tower at the Wisconsin State Fair Park grounds, the state has a license for the LTR system they use.

WISCOM Licenses

Hi all,

It seems as if progress is being made on at least the licensing portion of the build-out.

I have been browsing through the licenses listed in the database and found a few that had been updated with new frequencies. I also found the licenses for the Lampson and Mellen sites.

I submitted all this information to the database, most of it a week ago, but it hasn't appeared yet.

Anyone else have any updates on the progress?

Just a little update....

For each of the 71 sites of the phase 1 build-out, I went through the list and if it was in the database I checked for updates and submitted any new information I found. If the site was not in the database, I tried searching and anything that I was able to find I submitted to the database.

I was able to find quite a few new sites, and a few sites with added frequencies.

Now, looking at the database page and cross-referencing with the site lists, I see that there is at least one site, Plover, that is only under the 80-site list that has a license. When I get time again I will have to take a look at those extra 9 sites.

Oops, I see I made a small mistake. A couple of the sites in the database are named differently than the site list I was using so I accidentally submitted a new site with the same information. But it should be easy to fix once everything is added to the database.

Just thought I would let everyone know in case someone else is doing the same thing. No sense in duplicating the work.

WISCOM Find

I was searching on Google and came across this gem. It's off of the state's Bureau of Procurement site at State of Wisconsin VendorNet System Everything is hidden behind the login, so it's unknown what kind of information is in there, but luckily somehow this one slipped through.

It was a .doc file that I converted to pdf. Looking in the properties for the file, it was created on 7/3/09 by Federal Engineering, and last modified 7/7/09 by State of Wisconsin, so the info is fairly recent.

I thought everyone might like to see this since it gives a little more insight into the system.

By the way, from what I gather out of it, the control channels for all or at least most of the sites are going to be using the DOD frequencies listed.

You can get to any document at that site this way: Instead of clicking on Login, click on General Procurement Information. Then click on Bid Awards (less than 90 days). That will bring you to a list of bids. Use "edit" and "Find on this Page" to search for WISCOM

The Chilton site is now live on WISCOM for occasional local trunking tests. The wide-area network is not yet being tested--this is local only. Sometime around July or Aug, Sauk and/or Columbia County sites may possibly go live for inter-site testing--around the same time that multi-vendor testing will take place to see if EFJohnson, Icom, Motorola, Harris, and Kenwood radios all will work on the VHF P25 trunking WISCOM system.

While not all the licenses have been issued, frequencies are identified, available, and are awaiting license modification for all 81 sites (80 fixed, 1 emergency mobile trunking site).

There's a lot of work yet to be done. Gateways between WISCOM and other participants are yet to be determined. It'll be a while, but nice to know it's moving forward.

So the Chilton site is active? I looked at my list and I have not been able to find the license or even the application through the FCC. Within the next couple days I will run through all the sites again and see if I just missed that one.

I have found licenses for most of the sites, and applications for a majority of the remaining. I have yet to find anything for a few of the sites, though. Looks like I will also have to start looking for the mobile license. That one would be cool to have in case it is used.

Has there been much traffic on WISCOM? I mean is it even worth tuning a scanner to?

Currently the system is not yet built. I'm surprised that there is even equipment installed and turned on yet.

Last I saw, acceptance testing is supposed to take place around August, I think. So there won't be any normal traffic until after that.

Do you happen to have a list of frequencies being used? Have you been able to hear a callsign?

Last night I looked through the FCC's database and can't even find a license application for the site.

Seems a little far fetched that they would have an entire site on the air without having even applied for a license.

Anybody know if there is going to be more than one site in grant county, as of now there is only one listed in Bloomington.

Yes. There is a second, Happy Corners, but I haven't been able to find a license for it yet.

This map, released in March, shows the latest configuration.

There will be 81 sites. Each with 5 channels. The current license list isn't even close to being fully populated.

Frequencies are identified, some licensed by WISCOM, some still licensed and available from the original licensees prior to transfer. Paperwork is, indeed, a big issue for this project and I'd assume we won't see it all done for a while. Testing can even be on the vendor's own test channels. Current testing is minimal and variable and subject to change, as the engineer advises. Don't look for any activitiy for a while, bottom line.

To answer another question: The state project web site shows a lot of information, including Grant Co having two sites: Bloomington and Happy Corners. Surrounding area sites include Highland, Darlington, and Seneca. They are shooting for 95% mobile coverage, statewide, so sites are not county-specific, rather terrain-specific. As a result, some counties will have one, two or even NO sites.

Also today I noticed WISCOM's new tower is under construction next to the Sheboygan County Highway Dept's shed on HWY 42 between I-43 and Howards Grove.
