I think it's going to be a little while before all your questions can be answered. With only one or two sites actually doing any testing then lots can change before it all goes live. Stay tuned! ;)

What does the FCC site have to do with talkgroups? Besides that, someone got way ahead of themselves by submitting the FCC info to the database. Several things are wrong/different/incomplete and I've only started looking into it.

There are no solid TG assignments, and won't be for some time. There are exactly 2 of the 80 sites on the air, so don't hold your breath. I know what several of the interop TG's will be, but they have not been assigned an ID on the system yet. I don't think much will happen this year anyway based on the number of sites.

You will likely not see many/any updates on the OJA WISCOM page. Between OJA and State Patrol, there really aren't enough people with free time to provide status updates. I think whatever is provided here will be the closest to "real time" updates.

As covered in other threads, Chilton and Haven are on the air.

Baraboo, Columbus, De Pere and Eden are scheduled to come on-line during September.

Perhaps the Mods can combine some of these WISCOM threads into one so we don't have to keep track of several individual threads?

The Eden site appears to be on the air. I heard testing on 154.7550 and 154.9200 today.

WISCOM Frequency Plan

Attachment K - WISCOM Statewide Interoperable Communications Network Trunking System

The WISCOM frequency plan is being developed and refined by the Wisconsin Dept. of Transportation (WisDOT). This plan spans the entire VHF high-band frequency band, meaning the frequencies utilized in WISCOM fall between 136 MHz and 174 MHz.

The goal is to secure 5 trunked channels at each radio site. For each channel, an input frequency (Mobile Transmit/Basr Receive) and an output frequency (Base Transmit/Mobile Receive) is required.

The frequencies at the sites can be described in three distinct categories.

1) Department of Defense (DOD) Frequencies

WISCOM, through the Army National Guard, has 20 frequency pairs for use throughout the State. These frequencies will be prudently reused as the trunked radio system's Control Channels. Table 1 is a summary of the available frequencies.

139.0125/141.5125
139.0875/141.6125
139.1125/141.6875

140.4125/142.9875

2) Part 22 Frequencies

WisDOT, for the benefit of WISCOM, has acquired many Part 22 frequencies pairs and continues to assess availability and acquire spectrum as it becomes available. The WISCOM Frequency Plan utilizes these licenses in a spectrally efficient manner. These 30 KHz channels provide ample bandwidth and the requisite guard band to allow for two P25 channels. Table 2 is a summary of the WISCOM Part 22 Frequency Plan.

152.8025/158.0625
152.8175/158.0775

3) Part 90 Frequencies

WisDOT has and continues to aggressively pursue Part 90 frequencies. The task is broken into two general areas. Public Safety Frequency Pool (90.20) and the Commercial Frequency Pool (90.35). Every effort to find available 90.20 frequencies is being made. In some areas where spectrum is constrained, review of the available 90.35 frequencies is being made.

In general, WISCOM's use of the Part 90 Frequencies can be summarized as:

Base Transmit/Mobile Receive Range: 150.000 to 156.000 MHz

Base Receive/Mobile Transmit Range: 156.000 to 161.000 MHz

The Part 90 frequencies will, in general, adhere to the ranges listed above, however, in an effort to evaluate all possible frequency opportunities, there may be some instances where a mobile transmit frequency may fall within the Base Transmit Frequency Range shown above.

4) Federal Frequencies

WISCOM has entered into a Memorandum of Understanding with the United States Department of Interior for cooperation and sharing of resources. The MOU sets the stage for discussions of the potential shared use of federal 162-174 MHz frequencies in the WISCOM system.

What kind of radio service operates in that range? Is that air band?

I believe it commonly is used by the government. But the state has been licensed to use frequencies in this band in the past for VHF trunked systems and the new WISCOM system will utilize some frequencies in this band also.

I'm 99% sure these 5 frequencies make up WISCOM's Eden site frequency plan.

152.0375 control channel
152.1575
154.7550

WIKI - WISCOM Site Licensing

I created this page in the wiki to organize all the licensing information for the WISCOM system. I have been keeping track of this myself, but thought I should share it with everyone.

By using this it should be easier to identify any new sites that come on the air. As more applications appear in the FCC database I'll keep the page updated with the new information.

What's the relevence to keeping track of the site licenses at this point? Once all 71 sites are on the air, then I'd go through the effort...but at this point, everything is subject to change, changing again and a third time.

Since the information was there I started organizing. Actually, I think this way would be easier because it small amounts of information at once, instead of the whole thing.

Keeping track of this also offers some insight into what is actually going on above what is available from other sources. It should also act as a guide to be able to find the new sites when they come on the air.

It probably seems like a lot of work to most people, but it makes sense to me.
