My guess would be that 04931 is an interop T/G for the counties that roughly make out State Police Troop 5.
My theory is that all 0x9nn T/G's are, and that they are assigned by IRP Region corresponding to the county-based T/Gs in the same, preceding series. (Indeed, certain 0r9nn T/Gs seem to be assigned to the same function in all regions. E.g., 0r911 and 0r927 seem to be an Inter-PSAP channel.)
Thus, e.g.:
- 009nn T/Gs are interop for the Region 1 counties, which use 00cnn T/Gs by county (001nn = HARR, 002nn = MARI, 003nn = MONO, etc.),
- 019nn T/Gs are interop for the Region 2 counties, which use 01cnn T/Gs by county (011nn = BERK, 015nn = JEFF, etc.),
and so on up to at least:
- 069nn T/Gs are interop for the Region 7 counties, which use 06cnn T/Gs by county (061nn and 062nn = KANA, etc.).
So until they [the Lincoln Co folks (still A. Holder et al.?)] lay out their channel plan, maybe we won't know exactly what series Lincoln will be in, but that it'll be near there (e.g., perhaps 042nn, since it appears CABE snagged 041nn already, but bearing in mind that for the 0rcnn pattern, where r = (Region-1) and c = County, this might have already been preassigned regardless of whether the county is active or not, since I note that 015nn was assigned to JEFF before we heard anything on 012nn thru 014nn, and we've already logged an 044nn T/G a while back).
[Note that if I'm correct, this plan plan would only allow 8 counties in Region 1 (001nn thru 008nn, since we know 000nn is assigned to the radio techs), and 9 counties in the other Regions if they haven't reserved 0r0nn for a special group (0r0nn thru 0r8nn). So they can't be exactly the same as State Police troops, cuz Troop 1 alone has 12 counties. As it turns out, if R1 has 7 counties and another six have 8 counties, that is exactly 55 counties. Maybe a coincidence...]
