That is probably Wilton New Hampshire - address is a match via Google Maps - and I think they do use that freq for paging or ops.

MidState Fire Net out of Fitchburg Mass runs a daily test on 33.70 / 31.10 at around 9 AM EST. They do a rollcall of aprox 20 fire depts - Clinton Fire - Devens Fire - Harvard Fire - etc - Someday you might be able to catch them on both freqs at the same time. (Might not test on weekends - not sure)

Almost non-stop when the band is open. Have to lock that channel out.
39.1800/39.9800 is listed in RR as the Hanover Township (PA) Public Works/Sewer/Water Departments but no tone is listed.
