Heard a few I haven't heard in a while today. Wasn't great, signal quality for most of them was down from what it usually is. Sure wish I knew which IDOC site I'm hearing on 37.360. It was LOUD.
The military traffic on 35.000 was strange. Receiver said it had a 151.4Hz PL, so that obviously correlates with 150.0. Female stating "One with severe head trauma, one with severe leg trauma, coming from BSA (VSA?) Over. Ambulance coming in 10 Mikes, Over" Use of the terms "Mikes" and "Over" along with the 150.0Hz tone tells me it's military, still, weird traffic. Any thoughts?

Maxtracs, for sure. Agreed this is SCADA. What would be interesting is to look at the FCC DB for this frequency and see what is licensed there using non-voice emission designators.

Back in the day, WAY back in the day, mobiles and base stations were licensed under different callsigns. The Community Warning System is a partnership between the Contra Costa County Office of the Sheriff, Contra Costa Hazardous Materials Program, Community Awareness Emergency Response group (CAER), and industrial facilities. The CWS’s 43 sirens are situated around industrial facilities from Richmond to Antioch. The sounding of the sirens is exclusively used along with the CWS’s many emergency alerting tools, to instruct residents to shelter in place and seek out emergency information during an event at an industrial facility. The CAER group, has provided education in 8 different languages to residents and businesses near the sirens and surrounding areas on what to do if sirens sound in their area. Besides sounding the sirens, CWS uses multiple tools including Wireless Emergency Alerts, broadcast media, text messages, email, and automatic phone calls to every landline or cellular device (that has opted-in) in the county to communicate the potential impact to life or health along with the immediate protective action to be taken.

700 and 800 MHZ have changed that somewhat. Except for the state block grant assignments in each band, base channels are geographically assigned to counties, constrained and each must have the mobiles on that same license.

And all of the fire stations, hospitals, and police stations (including the refinery fire dispatch centers) can activate them, I'd bet. Hence all the base station licenses everywhere. That is beyond cool that they are doing all of this, let alone on VHF-low. Perfect use case for the band. Case closed.

EDIT: This *surely* is Contra Costa county. If you look closer at the licenses for those frequencies, you'll see the emission designator is 12K5F9W, which is data transmission. There is also a license with 12K5F1D, again, data. WPGH665, one of their licenses, is licensed for 40 mobiles.
