@0920L Fox news shows what appears to be 2 persons on the sidewalk with white sheets over them in relation to a shooting in Chester Co. New helos on the way as well as reporters.
CH 3 news reports 4 people shot, 2 dead, 2 to the hospital in a possible work related shooting @0927L.

Police in Delaware County responded to a Chester, Pennsylvania, business due to a reported shooting Wednesday.

PSP has 3 cars in Chester City right now handling calls while Chester police sort out the incident. The PSP are using Delcom sector 3 frequency.

They are using the call signs PSP1, PSP2, PSP3

No they were not, they were on the Delcom sector 3 frequency taking dispatched calls by Delcom for Chester City who had their cars ties up with multiple shootings. In other words they were acting as City of Chester police at the time so they were not on the PSP frequencies.

that's what I mean but they still were E on those frequencies. i should have expounded on my question I meant to ask if they were not E orthe delcom frequencies

I thought I had answered, you asked "psp not te?" I answered no, they were not.

I was listening to the scanner and I heard, in the clear, not encrypted, (paraphrasing) PSP to Delcom we have 3 cars for you to use, and Delcom was thankful and gave them the ID's of PSP1. PSP2, & PSP3. Then as time went on I heard Delcom call the PSP units and them answering in the clear, not encrypted on the Delcom frequency for sector 3. Now they may have been talking among themselves on their own encrypted frequencies but all conversations with Delcom were not encrypted, dispatching, responding, resolution, as far as I know since I cannot hear encrypted conversations, they are filtered out.

They would be encrypted if they were using their system. When PSP switches to mutual aid systems usually they are not encrypted.

That's what I've been trying to explain, I wouldn't have known they were there if they had been encrypted.
