In WA as you know the primary use of NLEC these days is broadcasting statewide alerts and ties to media. LERN on the West side has always been a joke and I haven't heard it used in my area in probably 20 years. ....Those Cache frequencies within our new system appear to be only a single VTAC TG and I have not figured if it is a RX only or two way. I have heard no corresponding FB2 on the VHF side.

Um, LERN was being used for a SWAT op that was being rebroadcast thanks to remote receivers all over the Western WA area few months ago. I hear it being used every day that I'm home, for everything from interops with the Secret Service to inane chat, tactical ops to K9 searches.

The VTAC freqs are in use quite a bit up towards Seattle, I hear narcs doing surveillance on them, CBP was using them for something (someone learned how to change radio zones!) and there's always a patch for Seahawks/Mariners games.

Well if the agencies are letting media outlets lose keys, they're idiots for letting them have them in the first place. Eugene PD and Lane SO lease radios to the media, that are receive only and programmed by their technicians. The keys, as far as I know, cannot be extracted from the radio. I just found a huge document today outlining how the keys are to be stored, who has access, etc., etc. Giving them to any third party is a huge break of security.

Oh and Springfield PD doesn't let the media monitor them. They like to keep their stuff super secret.

Duane - Can you confirm that? I was told that EPD and Lane SO are now like SPD and do not allow the media any access any longer but I can't confirm that.

There was a couple "test, test" on the dead bend pd channels today.
Redmond had a couple 5 counts on the dead channel. Never heard the dispatch respond.

A bit later, DCSO and Redmond dispatch channels were linked from the encrypted system back to the analog system. Lasted about 1/2 hour or so. Then it disappeared again. :(

They are using the DCSO channel some today, id#64784.
Hearing horrible static on the RPD dispatch channel.

Yeah, Redmond units used to use the Grey Butte tower, but it's been offline for the past month or so. So they're using whatever the next closest tower that picks them up is. Although I'm trying to figure out why the patch would have static...

I'm also hearing quite a few transmissions on the analog side that are still encrypted and dispatch isn't hearing them correctly either. Sounds like the encryption/decryption might not be so solid. Go figure...

Several years ago, Eugene PD vice units were using Transcrypt on their analog radios. Damn near got one of them killed during a covert op, so they ditched the encryption.

Bend PD sparked to life about 7:30pm.
I have had weird random off and on static/frying bacon ever since they started messing with their systems back in May/June. It can be a perfectly clear transmission on one mic key then the next its the static, same channel.
Its the DCSO, RPD and Bend PD channels.
I never had it before they started mucking about.
Pretty sure its not my system as I have both 996XT and 996P2 running and one can be sounding good while the other is the static, simultaneously.

However I am no pro, just a hobbyist.

After sleeping on that comment about Redmond using a different site...looking at my signal strength this morning, I am getting 2 and less bars where as I used to get 5.
Guess I need to look at relocating the old Scantenna...or get something better.
So maybe it is my system!? Doh!

What area are you located? I'm on the north end of Redmond using a Diamond X-50 dual band antenna.

I am 7-8 miles East of Bend. South of Hwy 20.
Antenna is about 15ft off the ground C-clamped to the deck railing.
Was pointed at Pine Mtn. I move it about 8ft to get around a big Juniper tree (that was right in the way of Powell Butte) and pointed it at Powell Butte.
Gained an extra bar, 3bars now, and am not getting that awful static anymore! Just distorted voice, Way better.
Need to get it up on the roof one of these years would be over 26ft up there.



Sorry if I am muddying up this thread.

It is interesting that they are running the Bend, Redmond and DCSO dispatch channels on both the digital and analog systems at the same time. It appears that the rest of the communications remain encrypted on the new system. I am monitoring the digital control channel and listening to the analog system. What I am seeing are the following TGID's;

9010 is Bend PD dispatch Other channels probably 901x
9021 is DCSO Dispatch 1 Other channels probably 902x
9031 is Redmond Dispatch Other channels probably 903x

I am not sure what TGID 9005 is on the new system, but it is showing as not being encrypted, at least for now.

TGID 38151 is in the clear. I believe it may be an OSP dispatch. Other 38xxx TGID's are listed under the OSRP system here on RR, but this one would be new.

The TGID 9005 seems to be an event channel working the Deschutes County Fair.

TGID 38151 is definitely OSP. and is the same as the local VHF channel

At least there are a couple of channels that are not encrypted.

Yes talkgroups are correct. Oddly the OSP one only shows up on the 857.9375 control. Not the 700 sites.

I have a pretty extensive list of talkgroups forming but I'm waiting to post them on the database. My radio ID list is really growing. I'll post what I have here when I get home.

Awesome! My list is short but adding what I can. Thanks for working on this and sharing your findings. We may not hear what they are saying, but we might know who is saying it. ;-)
