Deschutes 911 updated their radio PDF today. Originally was the end of October. Now 2017. Then it'll be 2018, then never...

"The District intends to provide an Internet broadcast of the three
primary unencrypted law enforcement dispatch channels with a 30-
minute delay by the end of 2017."

Anyone had chance to ask any Law enforcement, why they are using encryption? I'm sure they have good reason by now. I still can't think of a reason why they need it on all talkgroups..

The answer they gave several times on media interviews was to prevent an ambush of the officers and that the bad guys listen to a scanner and get away. They also mentioned privacy issues for the general public. The decision was made only by the law enforcement community with no public or elected officials having any input as far as I can tell.

Yea... I already know what you are thinking, and I agree..

That's interesting answer from them and i leave it at that. The statement they gave is biggest bunch BS i ever heard.

A lot of OSP units -finally- being programmed today. OSP still hasn't been able to communicate directly with DCSO, BPD or RPD units (or dispatch) for the past two months now. Stupid...

Every unit is testing on 38201, which I believe is TAC 1 encrypted. Everything so far in the 382## series is encrypted.

38151 is OSP BEND 1
38152 is OSP BEND 2
38251 is OSP BEND 1 ENCRYPTED
38252 is OSP BEND 2 ENCRYPTED

OSP station 20 just announced to Bend units to NOT use the trunk system until Friday as they've had some issues. Myself, I heard a unit on trunk that wasn't relayed back through the VHF patch. Dispatch could hear, but no other VHF users could. That could be very dangerous.

I see after the new update to the DB that Hoodoo and Pine Marten site names have been switched so now the freqs don't correspond to the correct site name.

You are correct. I submitted a change request to swap site #s and frequencies based on my investigation of the two sites. Below is what I submitted and it got botched...

Name/Location/Range for Hoodoo and Pine Martin are correct. Frequencies for those sites need swapped. Below is the correct site# and frequency.

HooDoo Butte: Site 104 (68) 769.30625c 771.35625a 771.95625a 772.55625a 773.73125a
Pine Martin: Site 103 (67) 769.75625c 771.10625 771.78125 772.29375 772.89375

While in the Salem area on Thanksgiving, I noticed that the Salem (West) OSRP site is carrying the Bend OSP and Deschutes law 9021 TGs. I hadn't heard those back on Eclipse Day when I was monitoring that site. Quickly locked out the 9021 as didn't want to listen to that garble while trying to see if anything else showed up that I hadn't heard earlier.

I had about 200 recordings of flagging traffic on 9214 Deschutes Co PW 3 from early last week off of Portland Simulcast and Chehalem Mtn.


38111 is OSP Portland. Was on for a little bit last week. I've also been hearing 11-Lincoln OLCC units on OSP Portland VHF over here now.

One other TG I forgot to mention that I had noted Thanksgiving is TG 9010 which from what I have read previously in this thread is apparently Bend PD. It was all encryption as long as I monitored it before also locking that one out, again from the Salem (West) site. Wonder what out-of-area TGs are showing up on some of the other sites on the TRS in less-populated/traveled areas for scanner listeners.

We had McMinnville PD and Yamhill SO and Fire over here on Powell Butte tower for quite some time. Way before DCSO started their comms. Seem to have finally been removed.

On another note, Sunriver PD Chief is on leave pending an investigation. More corruption to go along with their "transparent" encrypted comms..

That is EXACTLY what I was thinking. The real reason to hide behind the veil of secrecy, but it wan't enough this time.
