I see from your file that you have location turned on. I checked mine and it was not set to my lat/long, and it was only I think 15-20 miles. I changed it to 50 miles, We'll see now if East County comes in. It's logical, but who knows?

Just heard what sounded like a FM broadcast station mixing audio on East Co fireTac 3. sounds like they have a problem?
So if I'm in west Millcreek and can't ever hear East County Fire, it has to do with sites possibly?In most cases, talkgroups are only broadcast from the sites that cover the intended service area for the talkgroup's users. It cuts down on the load on the system, especially on large statewide or multi-state systems.

Could be...location is the name of the game I guess........If the east site is simulcast, you may be in a better location--where one transmitter dominates the received signal.
It appears from the system map that Millcreek lies within the Urban Simulcast cell (city of Erie and immediate surrounds,) while farther west lies within the Countywide Simulcast cell that covers the county land area east, west, and south of the Urban Simulcast cell. If the East County Fire area of operations lies east of the city, it is probably covered by the Countywide Simulcast cell. The East County Fire TGs are likely limited to the Countywide Simulcast cell, unless some unit affiliates with the Urban Simulcast cell for some reason. There are many variables that can affect what traffic is heard on what site. Running Unitrunker (or similar program) can help to visualize what is going on with the system.
