Hi all; just got back from mother duties in NJ, and hai_akeeba had this to say about 155.49, which evidently is not a fireboards frequency (this was echoed in Phillyscanner, by the way)...

155.49 is one of the frequencies that were used by New Castle County
Police. It was their F-3 channel. The callsign KNAU is licensed to New
Castle County(Govt.). When the PD went to the State 800 system they
surrendered it to county operations. Under the same license 156.165 (PD
F-1) was also surrendered to county operations. Both frequencies are
very active during the daylight hours, some activity at night with
emergency sewer crews. KNAU522 another county license for frequency 155.115 (PD F-3) is still active, rebroadcasting N-DATA-C from the 800 system.. 158.805 (PD F-6) still licensed has been given to the Ashbourne
Hills (Claymont) civic association along with a number of the old police
GE handi-talkies. When skip is running Cape May PD can be heard here in
Delaware on the old F-5 frequency. It is possible that he heard
the CW due to skip and a lack of activity from the county services.
