Let say Covina stays encrypted , can a West Covina unit listen in, or does the group only have the encryption key . Can Outside units can listen in??? I understand dispatch can patch them .

Yes Covina will stay encrypted forever now. If west Covina is part of ICIS then those talkgroups can be patched. But if West Covina does not have the encryption key for Covina then NO.

As to outside agencies listening that would be a NO. That's the big problem with locking down these small departments. They get sold the Kool-Aid and then when they have a big incident they are screwed like what happened to Santa Monica a few years back. Its a double edge sword.

But having Glendora,West Covina, they would probably be able to talk to each other since they are on ICIS. Diamond Bar, and San Dimas, that would be NO since they are part of LASO which there is no way on patching probably. El Monte and Arcadia would serve no help to them either.

In conclusion the cities that are part of ICIS trunking system are only going to be-able to help each other unless they have VHF or UHF conventional patching to the trunk system.

Hi Pepsima , I was talking about allied agencies just on ICIS. I understand their is clemars9 and other mut aid channels. I just think if Covina has a pursuit near West Covina , dispatch will be the only ones monitoring. This includes CHP Baldwin Park......Los Angles county ICIS does not have a Red 1 like Org.Co has. It's going to be a mess.

Yes a mess it would be. Its just a matter of time. Wait until everybody goes to secure transmission because of paranoid people and then interops goes right down the toilet. It will back fire one day.

But I do catch your drift.

The ESGV cities do have a Red-1 equivalent - TG 2603 - "ESGV Pursuit Interop "
They also have 2 specific ESGV Common Tac's 2601 & 2602.
Plus don't forget the 10 ICIS mutual-aid TGs available to all.

Not sure who the user will be, but 2701 was referred to as Dispatch and its paired with 2703 which was called Admin.

Have also heard testing recently on TGs 2229, 2230, 2232, though suppose those are for an entirely different user.

One of the users might be Sierra Madre.

Back in August, Sierra Madre signed a subscriber agreement for its Police. Not sure how quickly things will spool up though.

I am glad you heard traffic in the clear. Hopefully a good sign for new departments coming on.

Are active calls being dispatched now or just testing for Sierra Madre?
