Notes from yesterday's RCB meeting.
No new applications for interoperability partnerships. It was noted that all neighboring jurisdictions have some flavor of agreement, excepting a few boarding counties in Pennsylvania.
The new downtown DC site is being expedited to support the Presidential Inauguration, target date 12/31/24. The CDR has been completed and licensed last month. Will be a six-channel ASR aka "sixpack" which is standard for FIRST sites, in general.
Two-channel site expansions planned for Howard, Harford and Anne Arundel counties, basically to support MTA ops.
Two new geo-redundant prime sites: FY24 Baltimore; FY25 Anne Arundel.
All prime sites need to be virtualized by 2026/27 to support the next major system software update. Note that this does not mean "cloud" prime sites; it just means that the prime site will be hosted in a "container" vs. discrete hardware.
Writing RFP for the new master maintenance contract which expires at the end of 2025. They could award multiple contracts for different aspects of the system. The goal is to have them in place by the summer of 2025. They will be awarded on the best value principle, not necessarily the lowest bidder.
Some increase busies in Howard and Anne Arundel, hence the channel expansions.
MIEMSS talk groups are seeing an increase in usage mainly in the Phase 5 counties. They are simulcast with the UHF channels.
Hardware to support the MPLS / Ethernet backhaul upgrade in the Phase 1-4 counties has been shipped to the local warehouse.
All MSP barrack consoles are installed.
The Davidsonville, Swallow Falls, and Greenbriar sites are all online.
CIP:
The Oakland and DC sites are being prioritized as they will use existing tower infrastructure. The Patapsco, Queenstown and Cumberland "greenfield" sites require more detailed work: DNR is complaining about losing too many trees (in a maintenance lot) at Patapsco and still having difficulties finding a suitable location near 50/301 in Queenstown.
FY25 sites: Barton (Allegany County site); New Germany SP (DNR site); Brenton Woods (Montgomery County site); St. Michaels (greenfield?)
FY26 sites: Fire Station 30 (Cabin John); Burtonsville (Montgomery); Accident (Garrett.)
Future: Ourisman; New Germany SP (additional site); Harvey Gummel (Carroll); Charles; St. Mary's; Dorchester; Flinstone.
BDAs: Talbot elementary school; two fire stations in Kent County.
Fiber: New paths to Cherrytown to replace an underperforming county link; Assateague to Ocean City; Denton to Federalsburg; Sudlersville to Massey; Carole Highlands; Kent 911 to Still Pond; Mt Savage.
Battery replacements are being required more often than planned. The UPS batteries bridge the gap between the loss of commercial power to when the backup generators start providing power. Battery issues have cause site failures in Baltimore, St. Mary's and Tower Rd.
Microwave upgrades: North Calvert Cliffs to Bucktown (cross-bay); Gainsville to Big Savage. Leonardtwon ATG.
The Baltimore / TV Hill / MTA TRAK GPS failure was traced to a firmware issue. New firmware was written, but Motorola found issues with the new version as well. This affects TRAK units nationwide.
Fair Hill had a MW issue with Elk Neck, will add a fiber link.
Netboss XT will be the manager of managers dashboard.
Dundalk interference still under investigation. Also noted at Persimmon Tree - could be a result of new equipment co-located by ATT.
Several systems are experiencing adjacent channel interference <769 and >775 MHz. FirstNet base stations transmit <768 MHz and Verizon mobiles transmit >776 MHz. NYC MTA has theorized that low level FirstNet base antennas are interfering with ground level portables. FIRST has already demonstrated that bodycams uploading using Verizon services interfere with FIRST portables.
I noticed that a Motorola rep that used to work on the Iowa statewide system was in attendence.
A disscusion about the four pillars of interoperabilty: Enabling tech (700 radio system); Governance (RCB); Funding (consistent and stable state); and Culture. Three of the four are working well. However, field users are still reluctant to switch channels. Discussed the need for more training and exercises, and encouraging EOCs to exert more influence over operations.
