OPRA encryption codes

this might be a really stupid question but the police are a pubic entity and for the purpose of tranparency shoudent the encryption codes be pubic information??? i ran into one of the APP chase cars with all the scanners in it last week and he was listening to the the encrypted channels. i had to ask and he responded with 1 word......OPRA and drove away......just food for thought.. maybe he is full of crap maybe not. any insight would be appreciated.

you are referring to the Asbury Park Press chase car? OPRA is a state law enacted to give the public greater access to government records maintained by public agencies in New Jersey. So, it would seem the "press" has access to encrypted channels??

short answer. i have heard of certain agencies loaning a portable w/encrtyption <dispatch channel only> to a press agency,as a show of goodwill, but i doubt it happen's often. and i HIGHLY DOUBT that it is a requirement .

secondly, was it a two way he was listening to?. there are no scanner radio's that decode encryption.

The driver of what you describe as a "chase car" may well be a past/present forum member & radio guru in the area?! I think the APP may only have a budget for single photo journalist driving around in a APP vehicle, with their greatly diminished circumstances of late. While plausible, I think it's doubtful any agencies are playing nice with the media, open public records act or not! It's a pleasant utopian view to ponder, perhaps we'll all be surprised by the answer! ?

I received confirmation today that TFPD is full-time on the county system as of last Friday. They are operating off loaner portables given to them by the County until they get the final authorization to purchase individual portables and mobiles.

After awhile of not monitoring due to lack of new things happening... I pulled up the system on Pro96Com and saw that, for the first time, the North and South systems are showing as adjacent sites and connected. Now I'm not savvy enough to know exactly what that means but I felt I should share it. I imagine with the coming addition of county dispatched EMS to the system there should be way more traffic.

I am quite curious to see if LBPD does, in fact, go to the county system or if they go to the NJICS. I have said for awhile that the sheriff would be wise to open his radio system up to agencies that are not dispatched by the sheriff's. Burlington County did that and eventually every town went to their County dispatch since all the infrastructure was present and it was an easy switch.

Looks like EMS testing on 14xxx talkgroups. Logged several Oakhurst FAS radios (ID 3721xxx) and an Elberon FAS radio (ID 2522xxx).

County distributed radios to ems yesterday. Agencies who picked up were: Tinton falls, Manalapan, Highlands, roosevelt, sea bright, neptune, neptune city, Monmouth beach, Elberon, millstone and the county assets, mabs and such. So expect to see those numbers

Jeese... ya key up once to see what the radio sounds like and you get logged...

They hope that the county dispatched ems agencies will be up and running on the TRS mid November.

I'm guessing this is some error because why would Prince George County, MD show up as an adjacent site to Monmouth County...

Probably popped up during a band opening,I see data from Frederick County MD system show on Ocean County's new system. Monmouth and PG both use 774.20625 as a control channel while Ocean and Frederick use 774.88125.

Showing a couple Manalapan PD portables and one mobile affiliating to Central Patrol 2 (TG 5002). Guess they are making the switch.

Also been logging more EMS radios. RIDs appear to be squad number followed by 2 digit ID for mobiles or 3 digit for portables.

Logged this example from Highlands First Aid:
172158 = Ambulance 17-58 mobile
1721050 = EMS Captain 17-50 portable
1721581 = Ambulance 17-58 portable 1
1721582 = Ambulance 17-58 portable 2

Which group or tg did the 1721 units come up as?

There's multiple trunked and non trunked channels in the radios. Each zone (north, central, south) has their own channel and then there's 3 trunked operational channels for EMS.

I have a 700 EMS portable that I've kept on to monitor, but not hearing any chatter. When is the "go live" date? Maybe I'll try a test tonight (for logging purposes). Interesting that there is a bank of Fire channels in there, too.
