Hello guys, I'm fairly new here. I found five frequencies that DSD+ is saying are capacity plus signals. They transmit about every 10 seconds with data for about one second. I have heard one conversation on there and it was some bus talk (Not sure if School or Public Transit.) I've tried using the FCC database on the 5 frequencies as well as digitalfrequencysearch.com. The results are what confuses me. Some frequencies belong to a radio distributer BUT all 4 DO NOT show up in the frequency tab of the FCC license (Which is confusing me and causing me to post this thread) The frequencies are as shown below.
463.625, 463.7625 (

463.925 (3 different licenses, none Westcom) WNCY371, WQNM372 and WQWF290
464.725 (Neighboring County Washington (Real close to my house btw) WNDA828)

So im super confused why I cant find out who actually operates this system. Because for example
The Meadows Racetrack and Casino Trunking System, Washington, Pennsylvania (Meadows racetrack and casino) has all of their capacity plus frequencies on the FCC database inside of the frequency tab.
