This is actually the Massaponax Wastewater treatment plant on HCC Dr. The lab is at this location. I heard a radio roll call with the smaller FMC plant on capital Dr.Caught 7017 again today. This is the Utilities Department - Laboratory Services Division...aka water quality testing. I submitted it to the database.

Today it sounds like a training exercise. Spotsy is on Interop 1 and Louisa is on OPS 9. I guess the resulting patch is Louisa 1 on the spotsy system.I believe Louisa's ECC has a tri-band control station that they set to the Louisa 1 talkgroup on Spotsy's system, and then patch into the appropriate channel on their own system. That's usually Motorola's solution to temporarily patching talkgroups from different systems together.

I’ve noticed that too in Charles City. Mainly on the hoot owl shift. When I was working nights in CC in January, noticed it. Like you said, soon as the days dispatcher came on it was back encryptedI know in the past when I've monitored systems with Harris consoles, sometimes the dispatcher is in the clear (due to operator error) for a few days and then goes back to encrypted after a bit. Not saying that's the case here by any means. It happens pretty often with Charles City County.
Question to confirm this is not the case - are the dispatchers transmitting with the same ID all the time, or are they using different IDs every so often? Not sure what kind of schedule Spotsy's ECC runs, but I'd look for different IDs around shift change times, so maybe 0600/1800 or 0700/1900. Also anytime you hear a new voice. When a dispatcher needs a break, usually another dispatcher pulls the channel up on their console, so the ID will change for a moment.
If all of the different console IDs are in the clear, that means it's intentionally clear. If it's just one console that's clear, it's probably a matter of time before they go back. I'm hopeful, though! It might start a trend.
Yeah. I suspect that the Harris symphony consoles (or whoever is programming them) makes the talkgroup default to encrypted, but it remains selectable by the dispatcher. Then, when they load a new configuration, the talkgroup goes back to secure. I know the Motorola MCC7500s can be "strapped" secure without providing the dispatcher the ability to toggle, but also have an option to make encryption selectable.I’ve noticed that too in Charles City.
