The Verona Rescue Squad has a VHF frequency that is linked to our NJICS dispatch talkgroup, so we bought a bunch on Kenwood portables. Any member who does not have a state radio, gets a Kenwood. I don’t know what the plan is for the fire department. Maybe they will buy us Unication G5’s when they get 5(3 phase 2 update.

The RR database indicates that Verona Rescue is alerted on 471.750. Are alert tones also sent out to NJICS portables and VHF pagers?

Here is what I found. I was a little off: https://www1.nyc.gov/assets/doitt/downloads/pdf/signed_waiver_request.pdf

According to this document the city of New York and I'm only saying New York included an extension on the T-band give back as well. The scary part is that it also mentions voice over LTE which would be very detrimental...

If I'm understanding the linked document correctly, it represents a request by the City of NY. Do you know if the request was granted?

I had to read the linked document 3 times before I finally got it.

The request made by the City of NY was related only to narrow banding. Although T-Band is mentioned, there is no request made within this document for an extension to the T-Band giveback/relocation mandate.

What is said in the document about T-Band is as follows: " . . . operations in the T-Band, which is now subject to a relocation mandate instead of narrow banding . . . "

They made 2 requests via the linked document:

1) To push the narrow banding requirement for certain frequencies listed in "Appendix A" back to an unspecified date [two (2) years after completion of competitive bidding for re-use of the UHF T-Band is complete, as specified in the Middle Class Tax Relief and Job Creation Act of 2012 (the "Proposed Extension
Date")].

2) To push the narrow banding requirement for the remaining frequencies listed in "Appendix A" back to December 31, 2014 (in lieu of January 1, 2013).

Now, this is not to say that NYC won't submit a waiver request related to the T-Band giveback/relocation mandate, but this isn't that request and so far I've not heard of any being made.

From all I've heard so far on the street, the FCC isn't going to be inclined to grant such requests because of the availability of funds paid by broadcasters to T-Band license holders who have to move.

"As the FDNY's and the NYPD's operations using spectrum that continues to be subject to narrowbanding are closely interwoven with operations in the T-Band, which is now subject to a relocation mandate instead of narrowbanding, the City seeks a waiver for specific call signs (see Appendix A) for FDNY and NYPD to two years after completion of competitive bidding for re-use of the UHF T-Band is complete, as specified in the Middle Class Tax Relief and Job Creation Act of 2012 6 (the "Proposed Extension Date"). Such a revised schedule will allow the FDNY and NYPD to operate and maintain a consistent radio air interface technology, while allowing push-to-talk ("PTT") technology over LTE to develop and evolve to meet public safety mission critical voice requirements. For the remaining City operations, the City seeks a waiver for specific call signs (see Appendix A) extending the narrowbanding deadline to December 31, 2014."

They ask for the two year extension right there so they can maintain communications. Either way the FCC forcing the NY metro area and LA metro area off the T-Band is complete and utter B.S... Selling off spectrum to make money is a serious compromise of public safety.

In my personal opinion they need to throw all the businesses and crap between 450-470 and make it for public safety use only. Let the businesses use those wifi radios or whatever else motorola can sell them as they have no reason for "critical communications".

The cell phone companies keep moving further and further south as the lower in specturm the more reliable the communications are... No crap... The FCC needs to do some reorganization and give the rff jobs to radio people instead of politicians.

Just a rant. Hopefully someone will be able to relate to it.

The two (2) year extension requested is related to narrow banding certain frequencies that are outside of the T-Band.

In addition to NYC and LA, licensees in the following cities will be impacted by the T-Band giveback/relocation mandate:

Boston, Chicago, Cleveland, Dallas/Fort Worth, Detroit, Houston, Miami, Philadelphia, Pittsburgh, San Francisco and Washington.

In regards to Verona, pages go out over the NJICS talk group, and both the UHF and VHF frequencies, all simultaneously. I don’t know if you call that quick call or something different, but it seems to work.

Yesterday and today I logged Union Twp radios (RID 2019148 & 168) affiliating to TG 4675 & 4679 and a couple of the other Union County area TGs. 168 seemed to stay with 4679 and the Mutual Aid and Inter-Op TGs while 148 spun through a few police TGs.

TG 4675 Encrypted. (union Co site) radio id 2015004 2015040

2015 = Roselle Park. And as of now there is no tangible indication whether or not Union Township is going anywhere. My contact is still on vacation, but these seem of Task Force or Interop groups.

John, NoSoup4u, has requested anyone in our area to run Unitrunker for a while so he can analyze any new data and ID's.

Well there is private safety that needs good radios too.

I posted this in the Pequannock thread but wanted to pass the info over here since it applies to the NJICS. Passaic County voluntarily relinquished their five frequency 700 MHz allotment to the state for use on NJICS (WQYK295), as they had no plans to build out a countywide system. Same for Hunterdon (WQYK286), Mercer (WQYN253), and Sussex (WQYK287) counties. The agreement was basically that the counties would allow the state to use their frequencies for the NJICS, and in exchange any county or local agencies would be allowed to use the system as their primary means of communication. Basically, the state plans to build out simulcasts within each of those counties using the county frequencies, and once that's done the current state allocation frequencies will be redistributed to other sites in the system where more capacity is needed.

With regards to whether Union Twp was going to make the move, I found this in the March 22, 2016 minutes of the township council minutes:

Resolution No. 2016-111:
WHEREAS, the Union County Board of Chosen Freeholders has
authorized the County Manager to enter into an agreement with the State
of New Jersey, Office of Information Technology to provide Emergency
Telecommunications Services for the County of Union as per the FCC’s
Narrow banding mandate, effective January 1, 2013; and; and
WHEREAS, it hereby further authorizes the County Manager to execute
any and all agreements with municipalities and/or private nonprofit
agencies with a necessity for emergency telecommunication services,
upon approval from the Office of County Counsel; and
WHEREAS, the Township of Union is one of those designated agencies
that qualifies for radio interoperability services; and
WHEREAS, the Township of Union is desirous of said radio
interoperability services.
NOW THEREFORE BE IT RESOLVED that the Township Committee of
the Township of Union hereby authorizes the submission of a NJICS User
Agreement to the Union County Office of Emergency Services.

The resolution above was with intent in regards to County Hotline and County Mutual Aid operations on the NJICS (hence "interoperability services") and legally by legislative process authorizing County OEM to act as agent between The State and Union Township. The Township Attorney advised them it needed to be done this way for procedural reasons. At the time of the resolution there was no mention of making the switch. Again, I'm not saying they're not. I'm saying there's no tangible indication at this point, and unfortunately, my contact is still in Cancun.
