Someone in that northern tier area ought to check other sites for a new neighbor so it can be narrowed down.

I was able to monitor TIOG06 the other night. Didn't show any new neighbors. If I get up on the right hill I may be able to pick up one of the other two. A couple nearer to me have picked up new neighbors that are already in the system. And they have all been to the east of whatever site I found them on.

Well, the new site is almost definitely not east or south of POTT12. Any chance you can snag the TIOG03 site to see if it has a new neighbor? If so, it's likely a new northern Potter site. If nothing, then it's probably a McKean Co site.

I was actually surprised I was able to get TIOG42. I have a couple other interests in Northern Potter County as well. For now, it depends on the weather. March isn't usually great for scanning.

I checked my P25 file on DSD Plus Fastlane and site 3.2 was only a peer to Denton Hill. Maybe have been others, but that was the only site I decode that had site 3.2 a a peer.

It was odd that I was picking up VHF that morning since I was running a 400 yagi pointed in a different direction.

I am now getting something similar on 1.115. From DSDPlus.Event:
BEE00.942-1.115 neighbor: Site BEE00.942-3.150; CC=0-445 853.7875

Thinking that it might be a glitch in DSD+ because of my location and distance, I grabbed my laptop and WS1040 and went up on the hill where I got the same thing with PRO96Com. From 1.115 neighbors:

We still have PennDot. Yes, I hear the groans, but on a day like today, when you have to travel, it is nice to know what the road conditions are. And on every other day of the year, it's nice to know where the constuction delays are. LOL. If your like me and know alot of the guys in the area, it is good to listen.

New site 3.5 appeared today. No luck on a decode to get any information.
I'm receiving it at -69dbm from Irwin. I can’t quite get a decode on my SDS100 without an antenna. I'll drive around a bit to try and narrow it down and figure out which tower, or at least general area it's coming from.

I got it full scale here in North Versailles on my SDS100

So far I'm only getting PSPT D1 on 773.83475 as a data channel.

According to this document it looks like WEST03 is back in action.

Edit: The correct document did not get linked. There's a "Petition for Reconsideration" that's linked to the State License WPTZ795.

So I recently put a uniden bcd996p2 in my truck to eliminate using all 3 of my portable radios. My question is with all the repeaters on the starnet system can you listen to different talk groups from across the state. Ex be in south western pa and hear the talkgroups on the easteren side of the state?

Negative. Talkgroups are only carried on sites where a system radio is affiliated to the talkgroup. For instance, you would not hear PennDOT DIstrict 6 talkgroups in Pittburgh. That's not to say you can't. If somebody tuned a radio to an out of area talk group and that radio was affiliated to a tower near you, then yes, you could hear a faraway talkgroup. For the most part, though, you are going to hear only what is active in your immediate area. This is done to preserve system resources by reducing unnecessary traffic that would otherwise take up all the available frequencies at a site.

Also seeing registrations from the Pgh Tunnel TG 11696 and PEMA TG 13081, no voice traffic from them so far. Just curious if they were to register on a neighbor site does that registration appear on the 700 site also?

I believe WEST03 is a standaed site, not just an Air/Ground site. I was getting PSPT D1 "voice" on WEST03 the other day
