All of those licenses were initially granted last year. Bradford, Potter, and Wyoming counties are building a shared system. Won't be on the air until 2021 at the earliest. No indication that it has anything to do with the state's P25 buildout.
This is the only news I have drummed up regarding the project, but it says nothing about new voice radio networks.

Potter's radio communications are handled through Tioga County, so I am surprised such a rural county would want to upend things by moving over to 800MHz.

Guilty as charged. I did not dig on these licenses. I'm still amazed that they would move ahead spending money on building their own infrastructure instead of doing what Warren is doing.
At any rate, I derailed the thread so, I will try to bring it back on track.
Has anyone figured out where the 151.385 control channel that is weakly receivable in the Harrisburg area is coming from?

Not Keffers as some suspected. I am thinking SW of Harrisburg. Or, maybe SE, like the Truce site? Although, Truce doesn't make sense since I could not pick it up on the turnpike east of the Harrisburg area.
I was unable to run Unitrunker or Pro96com on it last week...no laptop the day I was out in the Harrisburg area.

Sites 42 (CENT04) and 45 (CLIN41) list site 43 (CENT16 - 155.67 cc) as a connected neighbor. Anyone around Centre Co to verify whether or not CENT16 is online on 155.67 ?
Sites 42 (CENT04), 45 (CLINT41), 47 (HUNT04) and 51 (PERR01) all list Site 43 (161.8125 cc) as a connected neighbor. I'm wagering a guess that it is MIFF40 in Belleville PA. But somebody would have to confirm that by a site visit after confirming that there is actually RF on 161.8125 broadcasting Site ID 43.

So far almost all tg in use are fully encrypted. Some tg while testing were in the clear. But do not expect any FEMA or PSP tg's to be in the clear.So I read on the wiki that this is a p25 ph2 system (which I already knew) and that I would need a ph2 scanner ( such as the 996p2 , knew that too) but it also says that that dsdplus ( which I have ) will decode this as well. I have unitrunker setup attm to run on the 700 mhz statewide system using 2 dongles and is working perfectly, however when I change control channels to the Seneca site for this system it sees the channel grants and radio ids etc, but the 2nd dongle never follows to the voice channel and therefore dsdplus won't decode. Am I doing anything wrong or is there a different way to set it up so that dsdplus will decode the audio?
