I remember seeing Police Taxis in NYC many years ago. It think it was around 1986 or 1987. A group of us were doing the tourist thing in front of the Empire State Bldg when all of the sudden sirens came from all directions. Running right behind a marked unit was a taxi and the guy riding "shotgun" actually was holding a shotgun and there was a throw light on the roof.

Later that evening in Chinatown there was a taxi with 2 obvious cops in it parked along the street. One was using binoculars and the other had a camera with a very long lense taking pictures of something going on much further down the street. NYC - always an education.

People get so used to some things, it makes it easier to work undercover. Taxi who would have thought it, about like the state parking those white vans in construction zones with cameras and speed guns to catch the speeders in work zones. We get used to seeing things and its a method to say, that cannot be an officer its a taxi. In all honesty, I would think that an agency would contact their district attorney or someone before trying to do such a thing, to make sure they are on board and will not throw out the tickets issued, and having the ducks in a row.
