ProScan: ProScan Webserver Issue

I have been using the proscan webserver successfully for some time.
Now I cannot connect to it outside of the local network. I will connect locally, but when I try to conncet outside of the nework,
I get the message "XXX.XX.XX.XXX refuses to conncect"

I have double checke my port forwarding, the internal and external IP addresses, made sure my no-ip hostname is still active.
I have resarted my modem/router amd the Proscan Progam.

Still nothing.
What do I try next?

Did you try the tips @jtwalker suggested? If it still doesn't work then use CanYouSeeMe.org to narrow in on the problem.

Can you check your computer IP address again to make sure it matches the Port Forwarding IP address.
Check that your antivirus software is not blocking the connection.
