Interesting. The license shows this as part of the Special Emergency Public Safety Plan with a low transmit power(25 watts). Since Pro96Com linked this site with ICAWIN, it's probably tied in as an emergency transmitter available for use by ICAWIN radios, but not for normal use. I'm assuming you didn't hear any actual traffic from this site. Also, Pro96Com seems to put a 1 before the site numbers which actually would be 012 and 006.Site 112 is active per Pro96com when mapping Site 106.

The Shafer Butte Site (Site 006 in the DB) is part of the Canyon County System and not part of the Ada simulcast system, so Site 006 and Ada Simulcast(site 003 in the DB) won't necessarily carry the same traffic.Some of you guys may have noticed that some traffic on the Shaffer site is not broadcast on the Ada Simulcast site. For some reason i have trouble getting a very good signal from my location and im wondering if theres much i can do to remedy that problem.
It seems like Valley all call gets more traffic on shaffer then i end up getting via the ada simulcast site. Anyone else out there in Boise have trouble with signal from Shaffer?

Was wondering what my options are regarding the fact ALL traffic (including Dispatch) in Canyon County are encrypted. A few years back they used the excuse its because of gang activity, however it doesnt seem to have helped them. In fact it keeps residents from knowing whats going on, also it keeps the public from being able to step in and help, say the need ever arised. It creates that grey area when you see cop cars/hear sirens but cant figure out whats going on in your neighborhood. I know in some areas they have gotten encryption overturned, and some agencies are "reopening" their comms into the clear. How would a concerned citizen go about getting something changed on this? How have these other people/towns been successful at such a thing? Or is this just a lost cause?

Ada simucast (site 003) actually consists of multiple transmitters. There is a transmitter on Shafer Butte that is part of the Ada simulcast system, but transmits on different frequencies than the Shafer Canyon County transmitter (Site 006).
Many scanners have trouble decoding simulcast systems very well, due to the fact that multiple transmitters are transmitting on the same frequency at the same time. A scanner may have trouble locking onto the strongest signal from multiple simulcasting transmitters, and thus there may be reception problems depending on your location and antenna orientation. The digital scanner reception problems on the Ada simulcast system have been around for quite a while.
Valley all call would be transmitted over Shafer (site 006) even if the traffic is originating in Canyon County.
