Given that they are building several sites from the ground up and retrofitting many others, and with the difficulty in the supply chain, it's likely this system will be much delayed. I've seen several FCC filings for other systems asking for extended build times due to supply problems.

I would also guess that they don't want to turn up the sites that are built right now to save on wear and tear and warranty time. If they were to turn the sites on now it's possible the warranty could run out before they start actually using the system. This was always going to be a multi year build and with the added "unforseen" delays it's likely going to be even more years than anticipated.

Ballard County has refiled their microwave backbone licenses for their tower sites. Apparently, they were rejected, and now they have corrected the mistakes in the previous submissions to the FCC for licensing. They are as follows:

I respectfully submit that most users of the new KSP system will not care (nor will all but a few be able to know) which particular site a radio affiliates with as long as it works.
