General question:

Does this system have any formal name like most of the other systems in surrounding states (i.e. Illinois STARCOM21, Tennessee TACN, Indiana SAFE-T, Ohio MARCS, etc.)?

General comment:
Back in the early 2000's when KSP switched from analog to their UHF P-25 conventional system, many of the sites/frequencies took months to be licensed in the FCC database regardless of post. That being said, it would be well advised to being searching the 768-774 Mhz band on a regular basis as this system comes on-line. PRO96COM, Unitrunker, Uniden SDS Discovery mode and the good old-fashioned SEARCH function will prove helpful in the coming days and weeks.

Glad to see this transition finally coming to the Bluegrass State.

In most of the documents I have seen it's referred to as the 'Kentucky State Police Emergency Radio System' (KSP ERS).

I wasn't living here at that time but generally speaking transmitting on a frequency you're not licensed for would be a big no, no. With that said, I agree that searching the frequency range is a very good idea.

Also as you mentioned, monitoring with software should allow one to see if any new or unknown neighbors get connected to the system. It may also be worth setting up something like a Broadcastify Calls node or other recording system to log and record radio traffic as early as possible as this can become very helpful in figuring out what the talk groups are going to be used for in the future.

As an example of this, when the CVG airport system came online I heard several mentions of the talk group aliases during testing and now that the system is in full use I rarely hear the aliases mentioned, it's usually just "switch to channel 2" or "switch to channel 1" now.

Just to confirm this is the Clinton site and it's IDing as site 01-04? The documents and FCC license show it as 01-05. Of course nothing says they actually have to go with that.
