The Chief of Macedonia PD was ranting on a public Facebook about how glad he is they didn't do this 800 system, and each base radio will have to be updated to the tune of 250k each,so they would have had to pay 750k for three base radios,for new upgrades. This can't be remotely the truth,is it? I think his numbers are off. A lot of users are not going to afford that.He does allude to depts. jumping ship.Of course, he rants on an on about how great the current 420 system is,which,well, not so much.

Was this recent or are you talking about a few months ago? Are these costs you're talking about to move from 800 to the new P25 system? I would think if the new P25 system is going to get built out up north it would make sense to join that system from the start. I wanted them to stay on conventional but now that I've gotten knee deep into op25 recording I wish they were on the 800 system.

Or are you talking about his post from a few months ago when they almost lost wireless 911 PSAP termination at their dispatch and the city was (somewhat rightfully) angry? I saw that rant and I think it was more based on the re-occuring costs of using the system than any forecasted budget issues for the county upgrades if I remember correctly.

Macedonia is cash strapped and I believe it would be a challenge for Macedonia to afford the per-radio subscriber costs of using the 800 system. Today Macedonia Dispatch has a 800 radio (probably just a mobile XTL5000 or something?) for dispatching Northfield Village Fire. You can hear the Motorola "go ahead" chirp ending at the begining of their transmissions. I've assumed it wasn't a true dispatch console and just a car radio since I started hearing those.

When Northfield Village PD units go into the Hard Rock casino they take an 800 FD radio with them presumably because they can't get into the UHF system from inside that building. I'm not sure if there is a repeater of some sort in there or it just penetrates that building better than the 420 system? I've often wondered this since unless I'm mistaken the only logical tower up here is Chamberlain Rd.

The underlying issue really is cost as far as I can tell. I live here and we just defeated two income tax levies that would have taken us to a 2.25% income tax rate - one of them for 20 years to generate 20 million for a recreation center, the other for ten years to deal with side street road repair. Inevitably they're going to pass something to pay for roads, but I doubt they're going to fund new radios.

I find it hard to believe people will bail on the Summit 800 system if they've invested $$ into owning radios too. I could see if they won't put out more cash to roll onto the new P25 maybe, but I just assume transition to that was going to be semi-transparent reprogramming? I didn't consider the dispatch console costs needing to be born by each city.

His argument if I remember it correctly was that the cost of permanently owning their own conventional UHF radios and repeater was cost effective even with service calls and occasional replacement radios. It doesn't have an annual subscriber budget overhead and in their current system things "worked fine" which is very arguable now that the scope of their coverage has changed.

I can see the 423.625Mhz tower from my window as I write this. The problem is for some many months now you can hear units on the road struggle to get into the repeater. This is more predominant with the Sagamore PD units on a handheld way off in the distance. When the Macedonia tower was erected and the input antenna height engineered my guess is it wasn't expected to provide amazing handheld coverage in the lower terrain areas of Sagamore - but works at say 35w coming off a car radio. (remember, Sagamore ran off their own tower and repeater at Valley View near Dunham for years w/o issue).

I've actually wondered how long it would be before someone decided to put an input for 423.625 on that tower Sagamore tower and make 423.625 a multi-input system if they're going to stick with it. They seem to be content with "i'll call you" instead which makes me cringe. You can't call them in a foot chase.

What drives me absolutely nuts is when dispatch says "I didn't hear you" or "you're all noise" and either their consoles are broken or they're full of it because I hear it rock solid off their repeater. That means they received a copyable signal at their tower input (that they presumably hear in unison with the repeater) AND repeated it back out the 423.625 output but for some reason their console didn't hear it?? Even other cops have keyed up and said "He said XYZ" which has had me wondering if the increased fire traffic and two simultaneous dispatchers in that room is creating too much background noise? Speculation on my part :)

Then Macedonia took over FD for the three communities. There are areas of the valley that I'm surprised they can get into 423.625 from at all. (Like down by the Ski resort). When Northfield Center ran it's own FD on 423.75 their repeater was on the tower out at SR21 (I forget what radio station it is). That was how Summit County dispatch was able to talk to them from Akron - and presumably that whole package is still there, so why not make that another input into 423.95 for the FD off that tower, or move all fire to 423.75 since it'd probably cover just fine, if not better? I've waited to see how this played out or if they just ended up joining 800mhz.

Other than a new re-occurring billable expense they wouldn't really gain much going to 800 in my mind. Summit County deputies already have 420 radios in their car and regularly talk directly to Macedonia units. Twinsburg FD units already do the same on fire band. Its not like they're missing out on the MAC channels, and who knows how well it'd perform down in the valley if the nearest tower is still just on Chamberlin?

When Twinsburg FD moved to 800 your could tell they had a lot of decode issues. They'd sound like R2D2 a lot (and it wasn't my scanner, dispatch complained) and for awhile there I was hearing FD units drive around doing radio testing. I don't know what modifications were made but it seems to have improved quite a bit.

Something was clearly broken with whatever Macedonia dispatch was using for FD tones because they'd tone out, the tones would end, the carrier would hang for X more seconds, and the FD units would come back and ask if there was a call or not. (Nobody heard the dispatch). Whatever that is, its probably unrelated to the RX issues and more of an issue with the tone out system at the console. But it was frustrating because I have two-tone detect recording and SMS paging me and it'd run out of time and I'd get empty audio files.

I love the part where 420 is much higher freq.,and penetrates buildings better. I live in the village. The village was ready to go with the system police and fire. I will guarantee ,it was dictated to them,that dispatch would not monitor another radio. Held hostage to stupidity

From what I hear, Macedonia doesn’t seem to want to transition over to the 800 system because on top of having to purchase all new radios, they’ll also have the re-occurring costs of being on the system without having much, if any, improvement in radio coverage. There are still coverage issues with the 800 system in the area just like with the 420. I have heard SCCO have issues on their 800 system when in certain areas of Northfield Center and Sagamore. Macedonia just very recently upgraded their repeater antennas as well as the coax running to them in hopes of improving their coverage in the district. Only time will tell.

Sagamore Hills Police still use their own repeater tower, just on 423.625 with a different input tone instead of their old frequency. This has been the case since they’ve gotten rid of their dispatch. When dispatch calls a Sagamore unit they use Sagamore’s tower and when they call a Macedonia or Northfield unit they use Macedonia’s tower. There are still issues with this because Sagamore has had issues in their own town with their own tower for years. Macedonia Fire still uses the Macedonia tower for communication which also poses issues when they’re in certain areas of Northfield Center and Sagamore. I have heard some talk of them using the old Northfield Center Fire tower for communication which would give them more coverage but I believe it’s still in the early phase of those discussions.

Regarding the FB post, the author states the P25 upgrade is forcing centers to replace their dispatch consoles. This is not accurate. All consoles in operation today will continue to work as they do today after the project is completed. Centers which use wireless consoles (access the system using radios connected to the their console) will only need to reprogram the radios. Centers which use Motorola Gold Elite consoles with a network connection to the system will not need to make any changes. The central equipment required to support these consoles in a P25 environment was installed in 2015.

The Gold Elite centers are facing the eventual replacement of their consoles for two reasons. First, Motorola will no longer support these consoles after 12/31/18, this is the same issue driving the radio system upgrade. Second is the eventual connection of the county system to MARCS. Next year MARCS will move to system release 7.17 which drops support for Gold Elites. If the county connects to MARCS at the end of 2017, this would force the change one year earlier than the end of support date. The cost to replace a console position is approximately 100K, not the 250K stated in the post.

Regarding the maintenance fee, the operation of the system is paid for by user fees. No money from the county's general fund is used for operation.

As for coverage, system design and not frequency of operation plays an important role. The current system consists of a five site simulcast cell and three ASR sites. Once the upgrade is complete, the system will be a 10 site simulcast system. This new configuration should provide portable coverage throughout the county and surrounding areas. The eventual connection to MARCS will further enhance coverage, allowing Summit users to roam onto MARCS sites in neighboring counties.

I found it interesting the author mentioned their 30 year old 420 system. I helped install their original system. It's unlikely the original repeaters and radios are in operation. They would have reached end of life years ago and certainly wouldn't meet the FCC narrrowband requirement in 2013. I also understand the Zetron console was recently replaced with a Motorola console.

I respect their decision to maintain they existing 420 system, but as more communities realize the benefit of operating on a common platform for interoperability, they may find themselves an island in a sea of 700/800 P25 systems.

This doesn't make any sense. If they were going to use that tower as an input to 423.625 they'd use the same tone and have a voter at the main site that chose which input provided the better signal to noise ratio. Also I have 423.625 in guarded tone squelch on the stream so if they were transmitting a different PL i'd never hear their units.

Who told you this? This makes literally no sense and is counter intuitive to how public safety repeaters (and ham radio repeaters for that matter) are designed. It *would* make sense if Sagamore PD units remained on their original frequency, but they didn't. All three communities are on 423.625 now and can hear/talk to each other.

The dispatch consoles at Macedonia dispatch key up a transmitter that is connected to hardline coax at Macedonia's police station/tower. How would the dispatchers there remotely trigger a 423.625 transmitter in Sagamore or selectively choose which tower they're on?

I read the Facebook post last night that was eluded to earlier and started to respond to it, but instead I turned it into an email to the Macedonia police chief and got a response back where I asked if they had considered using the Sagamore tower as an input. His response last night:

He also indicated that one of their antennas was replaced. Not sure if that was TX or RX but its possible that has improved.

What "tripleplay905" stated is a common solution. Both repeaters output on the same frequency with the same PL tone and no hang time. They both use the same input frequency but with different PL tones. Users have both repeaters sites programmed in their radios and select the site they are closest to.

Regarding dispatch, they most likely access the Macedonia repeater via tone remote control. They would've only needed to add a control station to access the Sagamore repeater. Each repeater would appear as an icon on the their console, the dispatcher would select the appropriate repeater based on the location of the mobile they are communicating with.

Is the WTAM repeater still active? I assume Northfield Center paid rent to have their repeater there. With the demise of the dept, they may have removed their equipment.

Both towers output on 423.625 with the 110.9 tone, but the Sagamore tower input tone is different now, I can't remember exactly what the new tone is but its something in the 150s. When a Sagamore unit or dispatch want to talk to a Sagamore unit their radios tx using the input tone for the Sagamore repeater and therefore transmit out of the Sagamore tower. Same for when a Macedonia or Northfield unit or dispatch want to talk to eachother, they use their 110.9 input tone and therefore transmit out of the Macedonia tower. So all the car radios now have a Sagamore channel and a Macedonia channel, only difference being the tone the radio transmits on, to select which repeater they want to talk out of. Also since both towers output the same tone the units and dispatch can still hear each other.

You probably haven't noticed this because you are so high up, you receive the Sagamore tower just fine in your location.

I agree something like a remote receiver at the Sagamore tower feeding into a voter at Macedonia would probably be better, but that still doesn't help the fact the Macedonia tower has trouble getting into a lot, or most, of Sagamore's area.

Also of note HT coverage from the Sagamore tower itself isn't great inside Sagamore, and even mobile coverage is bad in some areas as well, notably around Brandywine Falls, and other areas south of 82.

I've been told the repeater equipment is still there and active, just not used anymore currently.

I just don't think there is a receive issue (from the PD unit perspective) around here in the coverage area. Its strictly a challenge to get into 423.625 from a handheld in low lying areas west of Olde 8 (and maybe up north by Sagamore Rd).

So yes, I am relatively high elevation wise. I'm going to put the input on a radio in tone scan and see if I hear any units using something other than 110.9 because I don't think that is the case. But this is why I really don't think its the case - the Chief (who, admittedly, could be mistaken) told me in an email 24 hours ago that they were told they can't use the Sagamore tower. He didn't elaborate on technical or political reasons but my guess is because they'd have to invest money they don't have, or it was possible but cost prohibitive. If you guys have some first hand knowledge from some radio repair guys then I'll go along with that but I don't believe it yet :)

mszabo2000: On an unrelated question, can you explain to me why the 800 system re-uses 2-3 of the same voice channels instead of a more sequential allocation? Is that by design? Its like two of them get used 10x more than the rest of the system?

The system is mixed mode (analog & digital), some of the channels are digital only and these get assigned first.

I found this all out cause I had the input freqs programmed into my scanner on tone scan a few months ago, because I knew that radio changes were coming but nobody was sure what was actually going to take place.

Try putting the input, 428.625, on tone scan and hold, preferably on another scanner and wait for a Sagamore unit to transmit, or dispatch talks to a Sagamore unit.


I'm not saying it isn't feasible to do it (build it out in the radios as two channels) I just can't imagine this being the case based on my fairly regular listening. They never speak about it on the air and you'd think they'd come back sounding stronger or say "how about now?" or tell each other try try channel X. When they can't hear each other its always "please 19 dispatch" or my favorite "I can't hear you it was all static" and yet I could hear it fine (off the output), and often times other cars can and tell dispatch what the other cop said.

The units are probably told to just say on the radio channel that is assigned for their city, since a Sagamore unit being on the Macedonia radio channel would hurt them getting out, since they would be keying up the Macedonia repeater. I get the feeling that the police road units don't how the whole thing is setup, and they likely don't care, as long as it works.

Unfortunately I missed this action last night :( But a possible reason they sounded bad was maybe a Macedonia unit was using their Macedonia radio channel and trying to hit the Macedonia repeater, and heading west down 82 near Chaffee the elevation drops significantly, making it hard to get into the Macedonia repeater that is East from Chaffee.

Maybe he was told the Macedonia units are not allowed to transmit into and therefore out of the Sagamore tower? Due to some FCC rules or something related to their repeater. Not sure what he means.

Yeah thats exactly what I'm doing. I've got a PSR-600 parked on 428.6250 in search but I think the first time it hears 110.9 its setting that as the Squelch and doesn't stay in that state. Its sitting right under the feed scanner so what I may do is just leave them both on until a sagamore unit keys up.

If they only did this on their handhelds then it may take awhile to rule out and I may just go get in the car with my yaesu and see if I ever hear 423.625 off the sagamore tower. A car radio should be able to hit the repeater from just about anywhere. That chase MPD had into Harvard & Miles was pretty rock solid into the repeater from the cars.

Isn't this counter productive though? There is no obvious issue with the field units hearing the repeater that I've ever heard. It's always dispatch struggling to hear the handhelds. Wouldn't the more practical solution be to use the Sagamore tower as an additional input and put an RX voter in Macedonia's tower, and use the best heard signal?

Takes the burden off the cops who are not radio savvy.

I've had this PSR-600 sitting here since last night in squelch search. Every single decode on the input freq I've seen is 110.9 PL but I have not heard enough sagamore units to feel confident yet.

I have to eat my words and apologize for thinking you guys were crazy here. I've had a scanner sitting here for days decoding tone and was about an hour or two away from telling you and tripleplay905 I wasn't seeing it because I hadn't, but I think what I learned out of that is how little Sagamore talks. I figured if I sat here through shift change surely I'd see it.

Here is what first threw me off - I always presumed that dispatch was keying the transmitter directly from their console and could hear the input if a car keyed up over them. Big assumption on my part because I never went and looked at the input until this exercise. I wonder if that used to be the case and they changed this around to support two repeaters because *every* dispatch transmission is keying up the input with PL. 99% of the time with a 110.9 PL over the past few days.

A few minutes ago I just saw it decode 156.7 on the input and it was dispatch talking to Sagamore. What doesn't make sense is she sounded pretty horrible on the input to me, and I can almost see the tower if not for a tree or two. So I really wonder where that RF is coming from when she does that. The unit responded and was weak but same PL. I sat there staring at the radio and said wow.

aaaand yep - it transmits 110.9 regardless of which input PL is being used. This might explain that intermittent fading I get on long duration 423.625 receive if it's coming from the second repeater in Sagamore. I've been troubleshooting antenna and everything thinking my scanners were shot because i'm so close to the transmitter.

I also see there are two different FCC licenses issued. One that shows both locations, one that doesn't, both active.

Whatever happened to Sagamore PD on 423.200 with DPL? Is that history or do they still use that for something? My wife has a friend whose daughter dispatches for Sagamore but I doubt she knows anything about the tech side.
