I put in the same CC/ACC(Chapel Hill) for both.

Perhaps they are affiliated with one of the other Orange County towers, there are three, due to location or assignment. While everyone can use any tower, that doesn't mean they do. In Wake Co I seldomly hear EMS to Hospital on the Training Center tower, today in Granville Co I was locked onto West Raleigh but not hearing Butner or Granville SO.

I have been trying Enos Mtn n' Laws. No luck there.

I would speculate to say that this has something to do with adding the new Viper district "Piedmont", in addition to East, Central and West. There have been TG's added that reflect this new area but there was no indication on when these TG's would be put into service. Since West is 1, Central is 2 and East is 3, it only makes sense that the new Piedmont area would be 4. I'll even go as far to say that all Viper sites in this new Piedmont area will be changed to 4 and it may just be that the Salisbury site was the first one.
This shows end of February 2022.

To clarify what @BryanTheRed said above, the document states all new TGs are active now (pg 5 "The new talkgroups identified in this template are active on the VIPER system."), and may be used, the TGs being discontinued or re-purposed take effect by the end of this month (also Pg 5 "The current timeline for the disconnection of the talkgroups contained in the old template that are not included in the new template is February of 2022). Now it is just getting agencies to update their radios and use them.

Most agencies should already have this. This has been released for almost a year now. I can tell you the NEW talkgroups have been active on the system for some time now, even before they were published to the database.
