RR FCC proximity search shows a Whitetop in Smythe County WQCG997, Site 5...same frequencies as in your list.
FYI There is a White Top listed in Grayson County, different license and same frequencies.
I was looking to see if Mt Rogers would be a good spot for sleuthing....looks promising.

Mount Rogers is the highest natural point in Virginia, United States, with a summit elevation of 5,729
I should be able to hear something up there! 
A location at Mt Rogers would likely get you confirmations for Marion, Sugar Grove and White Top -- and who knows how much farther out you may be able to go from there. Might even be able to pull in Kingston TN if its online.
Whitetop (Smythe) on WQCG997 was added to the license in early 2022, and in late 2022 a construction notification was filed suggesting i twas online.
So the White Top location in Smythe is almost certainly going to be online, and probably (but I can't say for sure) is replacing the Whitetop in Grayson Co on WPCQ254
And to add some creedance to that, a previous submitter indicated in January that he was near the Grayson Co site and it was still spewing EDACS but that he could pick up the SID (not full strength) of 1F7-56.56 from that location and felt that 56.56 was the Whitetop/Smythe Co site.

In addition, site 1F7-59.59 Norton VA (Wise) is a peer of Site 1F7-60.60 with a control channel of 854.2375

Spent the better part of 17 weeks in ETX. All 92715.1F9 P25 data matched up perfectly. Nice job fellas.
Just returned from Roanoke VA via old Route 221 down to Hillsville VA and I77 in search of the elusive 1F7 63.63, New Mount Cross...In my travels I was able to copy data from 12 AEP sites but not 63.63. I did see several sites that had 63 as a neighbor at 855.8375...68, 64 and 62. Also noticed 60.60 had unknown neighbors at 59 and 61 and 71.71 had two unknown neighbors at 52 and 72. Not sure if any of this is helpful but i needed to go west on 58 towards Danville Va to get closer to the 63.63 area and it was going to get dark... mama said head east

I believe New Mount Cross is a fat-fingered FCC license or repeater programming. The CC for 63.63 I found back in the beginning of February was 855.8375 and the license for New Mount Cross has 855.3875. This matches up with WPCQ258. Catching voice traffic to verify other voice traffic channels will help confirm that further.
Of course this is all speculation based on adjacent site lists and looking at old EDACS sites.
There is a tower about 1/4 south of the coordinates on the license above that I believe may be the site in question: 36.650853, -79.495911.
I don't see any LMR antennas on that tower on Google Street View or Google Earth, but as quickly as this system has been built out, there's a chance they weren't installed when the imagery was last updated.

I tried both frequencies for 63.63 with no luck...If I had gone down route 220 to Martinsville instead of 221 I may have heard something but was concerned about running out of daylight. Actually I also did a Google earth scan of the area and saw no obvious tower sites.
Site 52 & 72 are not in the wiki yet. I am sure @mtindor may have some inside on them.
