Again only property crimes make any sense to try to evade capture by using police radio information. Mass shooters have yet to succeed with or without a scanner.
I’m waiting to hear from police of a successful getaway by bad actors with a scanner. They always get caught or die by their own hand.
Encryption will not stop crime or make cops anymore safe. Keep routine police radio traffic in the clear.

Exactly what type of device has been provided to media outlets by PD's in other states allowing for delayed monitoring? Is it some type of altered portable? If the proposed NY State legislation from Sen. Gianaris should be approved, would existing scanners need to be upgraded?
His legislation does not exclude non media public access to delayed calls.

It's potentially provided through the broadcastify ap to the public, unencrypted, with a 10 minute delay.

The press would be provided a different app which is unencrypted with no delay.

This would not be available on any police scanner.

Now since the main city pd here went enc. the police gave the 6 media here ( 5 tv 1 newspaper ) access through a app to hear them in real time .! think its mototola wave or maybe tango tango . They also allowed them to purchase mobile and ht's programed by the city radio shop before the enc hit.

There are many documented instances of failed interoperability and mission critical comms due to encryption. Fact.

I don’t think anyone would challenge the importance of secure comms for tactical, surveillance or investigative operations. For general police operations, no way and here’s why.

Precedent matters. Once transparency of day to day operations is gone, it is never coming back. Take the UK for example. All police comms are encrypted, and the police are an agent of the state, not civil servants. These freedoms matter, and the slippery slope is obvious. Don’t let it happen.

There. I said it. Now please be nice everyone.

Ok here’s a first hand one for you: anyone know what a chaser tow is?
Chaser tow’s are probably not unique to NYC but because of NYC traffic and NYPD procedures chaser tow’s create unique problems.
Chaser Tow’s are small semi disguised tow trucks. Usually they are a large pick up truck with a bed cover hiding the tow hook and gear.
Their NYC Department of Consumer affairs license info on the side of the truck barely adheres to the letter of the law.
Chaser tow’s listen to Division/Precinct radio channels for 10-53’s (vehicle accidents). These chaser tow’s race each other to get to the scene before the assigned sector to try to circumvent the NYPD D.A.R.P. Procedures (Google it I’m not gonna explain it).

A lot of times they are trying to direct the towed vehicle to a shop that pays the chaser tow per vehicle they bring in. A lot of these shops are part of some form of insurance fraud and scam unknowing vehicle owners.

Now besides the nefarious nature of these trucks and the shops. I have personally been almost T-boned and hit while walking or responding by these chaser tow’s. I’ve witnessed chaser tow’s ride up in sidewalks almost striking pedestrians. I have been to shootings involving rival chaser tow trucks.

Guess what, take away the chaser tow’s ability to know about 53’s it will and does increase public and officer safety.

Not to be argumentative ff026, but you just illustrated the point. You presented an anecdote, not data. Hypothesis. Please provide any documented instance of injuries related to a chaser tow, and more completely, ones that were prevented by encryption. Interesting hypothesis,nevertheless.

Well what about Fire or EMS if they are called? They will still know unless it's a PD only accident. Sounds like the chaser problem needs to be addressed better other than "encrypt your radios". It's right up there with take away the guns and the murders will stop.
