Correct me if I am wrong and maybe it's my eyesight but I don't see any police scanners in this photograph.

Scanner, shmanner. If it can "scan" more than one channel at a time, it's going to be colloquially called a "scanner" by most outside of the hobby/profession. They wanted to make a point, and the timing is not a coincidence. Anyway, good for the NYPD protecting their comms if they feel it necessary. Too much sense of entitlement from the hobbyists when it comes to this stuff, as evidenced by this thread and many others on these forums. Ø

Perhaps you are referring to The Press community, and the many employment positions that will be eliminated in the New York City press especially the stringers and small businesses that will be eliminated once NYPD goes encrypted.

And remember, they are writing these social media posts for the lowest common denominator, those that wouldn't know the difference between a scanner or a CCR, or for that matter, an FRS radio or a CB radio.
Pretty easy for any loser to find frequencies online and program them in to the Chinese Crap Du Jour radios and scan. End result is the same. And I'll be you a dollar that the users didn't go out of their way to inhibit the transmit on those to be "good upstanding citizens".

There's an app, which will of course, as it should given the circumstances, also allow NYPD to control and monitor access by the authorized outlets.

I like the idea of broadcastify streams with a time delay like other cities have done. It probably wont happen but it would be a middle ground.
