I got a report of the following online (East of Hanoverton OH area -- basically in Eastern Ohio somewhere).

NL: 21, 31, 96, 97, 99
From this I deduce:
1. There is a site 31 online but not in the DB
2. Site 31 is likely in East Ohio too - probably Canton or Navarre or somewhere north of Akron
3. Site 98 is probably a Youngstown Radio Service site
I had seen in FCC documents that Youngstown Radio Service assigned one of their trunked licenses over to Futronics. And there are a handful of remaining YRS sites around in East Ohio. I suspect that 96,97,98,99 are partner sites not directly belonging to Futronics -- and likely belonging to Youngstown Radio Service and serving Mahoning / Trumbull / Columbiana.
No guarantee that 31, 96, 97 and 99 are online, but I'd be willing to bet that all are. And it wouldn't surprise me if the majority of those sites were using a 454 mhz control channel.
It's pretty clear from past reports that Futronics likes to put CCs on the 454 mhz band, and that is likely because they need to show justification / usage to the FCC for their paging spectrum auctioned space. They probably set up most of these sites first and foremost to justify their 454 mhz licenses, with a longer term plan of actually acquiring customers on said sites.
