HHCH is separate item from the W3 head.
HHCH is the control head for the dual astro spectra set up run by a separate control box and does not allow scan from either radio. and only controls which radio is selected and which channel in the radio (00 - 99). HHCH looks like an A3 head but with a switch for on/VHF/UHF.
The W3 is a full featured control head and yes, allows the scan function to operate in the radio as any other W series head would.

Huh, why would they make the Astro HHCH not scan and the regular non astro scan capable? That seems like a strange step backward but I can't say I've ever seen a 99 ch HHCH on an astro either.
I have an analog HHCH setup with dual 110 watt spectra decks that I use in my work car every day. It allows for scan of each radio, monitor status and even scan edit.
I have seen the Ef Johnsons used by DHS HQ, ICE, FEMA and at FLETC. All were Vhf high band.

Most of the "G" cars around here are all basic GSA sedan's with a silly Sti-Co "OEM" AM/FM fender mount antenna. It looks a little out of place when a Chevy Impala or Chrysler 300 has a fixed mast broadcast antenna added onto one of the rear fenders.
Radios are mostly /\/\ XTL/XTS, but had been analog HHCH Syntor/Spectra until recently.
Have you ever worked on, or lived with any M/A-Com systems or equipment? Is everything you ever knew about EDACS something you read on a thread at some hobbyist oriented website - like this one? Are you aware that there is a M/A-Com EDACS system on nearly every ship in the U.S. Navy, and has been for many years?
As a taxpayer, and a taxpayer funded employee in the public safety radio business, I'm damn glad there's a choice. I've engineered and built systems from both manufacturers, and can honestly say both have their good and bad points, but I consider them equally up to the task.
