Information i have recently recieved from a friend of mine who is directly connected to involved with tells me that ALL the PSP talkgroups will be ENCRYPTED. Other agencies as they come on board may not be.

That would be unfortunate. PSP here talks about the citizens being their best hope of catching criminals. Much harder to do if we don't know who/what to look for.

Also, hopefully our state park here in Erie will no longer be encrypted, as they are on OpenSky now. It is a large park with a couple million visitors a year, and their are many accidents, EMS calls, fires, etc. during the year. As it is now, the park rangers can't communicate directly with any other responding County agencies when incidents occur. Makes for a lot of phone relays between dispatchers, that slows response time considerably. Best option for them is to go unencrypted on the new state system, or join our new County P25 system.

PSP is likely citing the fact that their comms are currently unable to be monitored on the Open Scam system plus the Frein manhunt as reasons why they're going fully encrypted. PSP was definitely frazzled by the whole Frein incident (what department wouldn't be?) and it seems they're using a knee jerk reaction to prevent any future criminals like him from being able to monitor comms. At the same time the new system should have plenty of encrypted tac channels to use in such situations.

Nationally, most state police forces are in the clear on main dispatch channels. The only exceptions I know of are Florida and Alaska.

Any further news on how the Warren County testing is going? Can you tell the difference between the PSP and the DCNR testing?

Another reason scanner sales are on the decline. Spending >$600 for just fire/ems is not worth it IMO.

Is anyone still following the testing in Warren County? Has there been any clear voice comms?

Can you tell if DCNR will be encrypted too?
This is just the vender build out testing stage, so far all test tg have been encrypted. It will be a while before any system users move from the opensky StarNet to the p25 p2 StarNet system.

Ok, just getting ready for the testing in Erie County in the fall. I'll neeed to get a BCD436 soon I guess, as our county will also be going to the same type system late this year.

I get one repeated hit on my TRX-2 with this system and wildcards.

TG: 10012
Radio ID: 302

It is only a busy signal from a phone...

If the TRX uses the same sounds that the PSR series did, that busy signal beep would indicate voice encryption which would match what has been reported so far.

Did not know that. Thanks!

From the EZ-Scan Program then under Advanced Features is this

Under Encrypted Digital Audio Settings then Audio Mode is Digital Noise (My Setting), Silence, & Audio Tone (Your Setting).

Even if OpenScam wasn't encrypted, nobody would be able to hear it anyway. PSP and their countless dead spots have proved that. So, PSP argument debunked. lol

At my state park, DCNR lifeguards are on OpenSky. What a disaster! I decided to sit next to one of them at out busiest beach and listen to his mobile radio. All the guard does is complain about the coverage with other guards. This guard is sitting about 200 yards away from the base antenna in direct line of sight. He can walk the beach a little and hear transmissions, but can't transmit to anyone unless he uses the mobile mounted on his stand that has it's own mobile antenna attached to the top of his stand. Really poor sfaety situation that sounds like they can't fix, since they've been on OpenSky at least 3 years now.

Also, audio quality is terrible. Sounds like a really bad P25 Phase II system. with distortion and varying audio levels.
