This is a Motorola Type II Smartnet system. The RR database shows 4 channels in red, none in blue. So when I'm setting up my scanner, I just need to program in those 4 red channels?

If your radio is one that does control channels only, yes. If not, program them all. What type scanner?

Yes, but there are special programming steps to do CC only trunking in the PRO-528. It is not spelled out in the manual.
