An update, my vehicle (PHEV) has a ridiculous amount of RF noise on the 12V system+ground path and no amount of #37 chokes would get rid of it. I opted for the brute force option, a fully isolated 5V DC-DC converter from CUI Inc. PYB10-Q24-S5. It also has a control pin that I wired directly into my dash camera low voltage cutoff controller to turn the DC-DC completely off without having to interrupt its 12V supply. It also meets the extreme temperature specs in automotive environment. They aren't cheap but you only need one and you get what you pay for. It also doesn't throw crap all over the car like the cheap 5V USB plug did. Consumes about 5W overall when not charging but powered on and 7W when charging+poweron.

DP832. I have another 5V linear-based USB power brick just for RFI noise testing USB devices & their switching supply bricks. The crap some of this stuff puts out, especially over HF is crazy.
