Some people just don't bother to renew their licenses believing that it's for life. They don't sell older radios and continue using them. So it's possible that he heard them.

It's not uncommon to hear commercial fishermen (operating outside of those authorized 55 marine channels) using their new breed of ILLEGAL modified 2 meter VHF ham radios on any frequency they like. You know something's funny; when some strange voice is cussing out the GD efffing seal lions on a quiet police tac frequency. Those BOOTLEGGERS are likely to be heard at longer distances because the Pacific Ocean is a huge ground plane for everything from AM radio to the VHF bands.

It isn't harmonivcs or images either, as I've tried all of the usual steps to rule this out. They cannot be found where they belong on 156-157 mhz either...
