Hey Matt, I saw those talkgroups active yesterday on the Niagara Falls tower too! However, I believe that 30100, 30101, 30103, and 30107 are all a part of the same organization/company. The reason I believe this is because they are all using MOTOTRBO's enhanced encryption with Key ID 4. There's also Radio IDs in the same range being used on each talkgroup mentioned.

Talkgroup IDRadio ID Ranges
3010035xx
3010134xx, 35xx, 36xx
3010335xx, 36xx
3010734xx, 35xx, 36xx, 11000

Code:
2026/01/29 13:28:10 Freq=420.675000 DCC=0 RAS Enc Group call; TG=30100 RID=3580 [IMT BASE] Ch=112 Alg=EP/RC4 KeyID=4 3s
2026/01/29 13:28:21 Freq=420.062500 DCC=0 RAS Enc Group call; TG=30101 RID=3482 [2114] Ch=112 Alg=EP/RC4 KeyID=4 5s
2026/01/29 13:34:12 Freq=420.675000 DCC=0 RAS Enc Group call; TG=30103 RID=3631 Ch=112 Alg=EP/RC4 KeyID=4 2s
2026/01/29 14:03:02 Freq=420.062500 DCC=0 RAS Enc Group call; TG=30107 RID=3464 [1629] Ch=112 Alg=EP/RC4 KeyID=4 3s

Last important note... I've looked through my logs, and although the Radio IDs are in the same ranges with the exception of that one oddball 11000, I can confirm that none of these radios affiliated or switched to multiple talkgroups. They all remained one channel.

This is why so much effort goes into logging encrypted TG and KID combinations as well as associated RIDs. Once one TG is identified the other related ones fall into place.

So today I checked and I am getting 30100, 101, 103 & 107 but not showing enc for me on the Lincoln tower but it looks like 30101 is the busiest out of the 4.

I just right now turned my SDR back onto that system. I will be listening for the next few hours to see if I can pick anything up. From Niagara Falls I cannot hear the Lincoln tower. But I am also wondering since you're from Hamilton if you're not getting all the packets?

A lot of the 34xx and 35xx radios started to affiliate back-to-back with the system. I can also agree with what Matt said earlier that TG=30100 seems to be the most active one. Since starting to log the system today, I've picked up 13 radios on that talkgroup.

However, as we can see on the screenshot below, TG=30107 is still using EP/RC4 encryption with KeyID=4. You will also notice that there's a couple of Alg=BP... but I can almost guarantee those are bad decodes.

I am not sure... I am seeing 30102 now being used also on the Lincoln tower.. but 30101 out of those 5 it is still being used the most on the Lincoln tower.. 100 has 9 hits, 101 has 42 hits, 102 has 2 hits, 103 has 2 hits and 107 has 6 hits.

I will go back to monitoring in a couple days. I did find a new Capacity Plus system down here in Niagara Falls that I am working on decoding. Not sure who's on it... sounds like some kind of attraction/security/operations. Without hijacking this thread, I will share more information once I have it.

I'm here a lot
My talkgroup log on DSDPlus from 2024 to today shows:

Now that the school buses are parked and off the air, I'm seeing a lot of 30102 and also private calls on the system.

On Sunday there was only 3 talkgroups active on the Lincoln tower, 30101 and 30102 had the most activity while 30100 has I think only had like 2 hits. So whoever 101 and 102 are they work on the weekends as well.

It seems that Switzer-Carty is not that busy compared to when Dunn The Mover owned the company. I only live two miles from the old Dunn The Mover's building.

Talk groups 30100, 30101, 30102, 30103, 30106, 30107 and 30109 are Niagara Region Transit. It includes St. Catharines, Niagara Falls, Welland, Inter-Municipal Transit and the Special Para-Transit services. They are moving off of their separate repeaters that were inherited during the amalgamation of the municipal transit systems. I've been monitoring those old systems and there has been no traffic for several days.
The aliases appear to be the bus coach numbers in most cases.

This is a reasonable assumption; however, based on direct monitoring observations and known system and equipment details, there are several factors that call into question whether these talkgroups are associated with Niagara Region Transit (NRT).

1. Continuous activity during overnight hours
These talkgroups have been consistently active at all hours, including confirmed voice traffic between approximately 02:00 and 03:00 local time. NRT does not, and historically has not, operated during these overnight hours. This level of sustained radio activity outside normal operating periods is not consistent with typical municipal transit operations.

2. Historical communications structure does not align with the number of talkgroups observed
Under their previous radio system, NRT utilized a limited number of channels, primarily for general operations, supervisory communications, and on-demand transit coordination. The presence of seven distinct talkgroups would represent a significant change to their communications structure. While regional consolidation could justify some level of talkgroup separation, several municipalities within Niagara Region, such as Fort Erie, do not operate transit services at a frequency or scale that would typically require dedicated talkgroups.

3. Known subscriber equipment is not compatible with DMR Tier III systems
As recently as one month ago, the Niagara Falls personnel were confirmed to be using Motorola XPR-4550 mobile radios and XPR-6550 portable radios. These subscriber units support conventional DMR and MotoTRBO Capacity Plus systems but are not capable of operating on a DMR Tier III (Capacity Max) trunked system. Migration to a Tier III platform would require replacement with compatible subscriber radios and full system provisioning, which represents a substantial infrastructure change. (Welland, on the other hand, has used XPR-5550 or XPR-5550e radios for a long time now.)

Additionally, while some observed talker aliases could potentially correspond to vehicle or coach numbers, others such as “PARA SOUTH BASE” and “ITU Base” do not align with typical transit fleet or operational naming conventions. This further suggests the possibility that these talkgroups belong to a different service. I also have yet to see any "Supervisor" or "Garage" aliases pop up.

Conclusion
While it remains possible that these talkgroups could be transit-related, the combination of sustained overnight activity, deviation from historical channel usage, and confirmed subscriber equipment limitations strongly suggests they are more likely assigned to another user on the system.

Continued monitoring, including radio ID tracking, affiliation behavior, and usage patterns, will help definitively identify the responsible agency. I will do some listening to the old NRT system they had and see if I can hear any traffic throughout the rest of the week, as if there is nothing there, this brings up and interesting questions... "where did they go?"

I don't think this is accurate either from what I have been monitoring of these talkgroups on the Lincoln tower.
