Here's how I would troubleshoot an FTP problem.
1. First I would verify basic connectivity by opening a command prompt and typing ftp ftp.homepatrol.com. You should get a prompt from the ftp server asking you to log in. If no prompt, TCP port 21 is blocked somewhere. Could be your computer, your router or your ISP.
2. Assuming basic connectivity, I would run the Wireshark packet capture program to analyze the dialog between my computer and the ftp server. There may well be a clue there to explain the 500 error.
I would be willing to look at a capture file posted here.
