Talkgroup 305 is marked as FULL TIME encryption. You will not hear on a scanner. Obviously a system radio can receive it as it has the proper encryption key loaded into the radio.

This is the problem i hate with uniden scanners. I would like it to stop on encrypted traffic so that I can identify a signal is being received and can lock it out manually or on the off chance the talkgroup is partial encryption.

Uniden should add a setting to allow the encryption skip to be turned on and off.
305 is not encrypted. It is the 911 center dispatch to ECI.

It was submitted as being encrypted full time. If you can confirm thats its not then make a submission. go to the trunk page and click submit at top.

Sounds like possible part time encryption?

that could be possible. maybe initially was turned on then switched off.

Radios do have capability of being programmed for full time (Strapped) encryption or user selected.

There was an encryption sound the first day or so. I think it had to do with them using the new and old system. It has been clear lately.

When they rolled out Millcreek the other day there was encryption from SOME of the hospital radios. The mobile units could not hear the hospital reply but the 911 center could. The portables worked OK. Assume the 911 center and portables had the key but not the mobiles. By end of day it was all in the clear. I don't know the current status since I have all except 305 on avoid. 305 was encrypted when Erie fire rolled out but seems in the clear now.

Hospitals are showing part-time encryption. I updated the database to show them in the clear now.

It would not surprise me that the county would want to encrypt the hospital and ems talkgroups.

Its not required by law but people mistakenly confuse HIPAA regulations.

So whats the difference between 305 and 306?

Are they both dispatch?

The county and ECI have a weird setup. The County 911 Center takes, handles and processes all emergency medical calls. There was a time that the County 911 Center would transfer emergency medical calls in EmergyCare jurisdiction to EmergyCare directly for them to process. However, with the County now processing those calls, they notify the EmergyCare dispatch center via radio. So essentially, it's a dispatch to dispatch talkgroup.

305 is a direct line for the 911 Center to notify the dispatchers at the EmergyCare communications center of a call in their jurisdiction.

306 is the talkgroup EmergyCare uses to communicate with their units, facilitate operations and dispatch their personnel to calls they received from the County on TG 305, etc...

The county does not dispatch for EmergyCare, they just notify them via radio of a call for service that one of the County calltakers took. EmergyCare dispatches and assigns their own units to the call and communicates directly with their units - the 911 Center does not.

So basically they are being dispatched from county on 305.

Call their units on 306 and do they stay on 306 or switch then to 307?

Is the 305 channel in the crews radios also?

In my opinion, I think it would be best labeled as:
305: EmergyCare Dispatch
306: EmergyCare Operations

Coincidentally, the on-air callsign for EmergyCare dispatch is "operations".

306 facilitates all operations. Units do not switch to another channel once on scene or the like.

307 could be considered a special events tactical channel. Used for events such as Celebrate Erie, Barber Beast on the Bay, etc... where med operations are conducted for those events, not tying up the dispatch talkgroup.

I am unaware if 305 is in the field units radios. I wouldn't imagine so, but I can't verify that at this immediate point in time.

I know that 305 isn’t encrypted. It’s the Emergycare Dispatch and 306 is the Operations for Emergycare. Neither one is encrypted. The only encryptions on this system are police.

305 is only used to receive calls from Erie County (like Med 9 was) and 306 is how ECI dispatches it’s units (like Med 10 was).

Based on the county designations in their TG list, would you say 306 is TAC 1 and 307 is TAC 2?
