New York City has a list of "credentialed journalists", which work for the major media organizations such as WABC TV WCBS TV WNBC TV WOR TV WPIX TV New York Post New York daily News etc. There are others, as well.

That's just an application. Obviously there are criminal background checks involved, along with other official vetting

The city of New York decides who they want to give press credentials to, based on certain criteria. You know the city has requirements for everything, and for everyone to operate any kind of business in their city

not sure what you are listening to, but I suspect you are hearing a streaming service of something marked "NYPD SOD", in the clear...which is actually NYPD Transit
