I do. I noticed the mention of NXDN in the log, but in my area railroad transmissions are analog. This was the first time I heard the crackling on a railroad frequency; I usually I hear it on analog ham radio repeater outputs on 2m or 70cm. I usually keep the channel audio type set to auto, so it's possible -- and this is just my speculation, to be clear -- that something was triggering the scanner to try NXDN decode.
I captured it happening on a railroad transmission again. Attached is the debug log and a couple of MP3s of what it sounded like. In the first MP3 you can hear the transition from standard audio to the crackling/garbled audio. The second is the dispatchers response, entirely garbled. This debug log is much longer, but the audio was recorded very near the end. I also sent just the latter half of it because it was too large to upload.
I see more NXDN CRC errors in the log, but I only heard the crackling sound at the end, if the two are related.
