154.66500 - Mobile Extenders gets the portable talking back and forth with the car's mobile radio and thus with the post dispatchers. PL is 186.2 or possibly 162.2.
154.92000 Portable Repeater - that is used when they have a large detail going on at a given location, such as the state fair. A repeater set-up is used. PL is 162.2. I understand that the fairgrounds repeater is always "turned on" and not just during the fair. I think it is actually located at the fairgrounds armory.
153.92000 I think this is just a simplex VHF frequency.
Note to Bubba-
You could program a VHF 1250 to hear the VHF frequencies as I'm pretty sure they are still analog. So you can hear KSP at the fairgrounds. You may also hear that 154.665 frequency if you are reasonably close to a trooper who has his mobile extender going. You would then hear all of the UHF transmissions for the given post's area. The odds of being close enough to a trooper to hear that are fairly slim.
