Both are very busy agencies. However, with MDTs and cellphones, the new shared TG seems to be working out.

I'll tackle one at a time... regarding call volume, traffic studies were performed prior to any changes and the combined call volume is well within the capabilities of a dispatcher. No idea what they mean by limited resources. They have the latest technology available to a dispatch center so idea why they would comment on their workstations. The merge did not add complexity to calls or change their interoperability options. With the exception of dispatchers who came from the SO, all others dispatched both law and fire calls. All have been crossed trained and capable of dispatching any discipline for any community. Moving from one center you worked at for many years to a new combined center is a major change. Maybe this "direct comment" came from someone unhappy with the change.they added Fairlawn.
Talk to a dispatcher, heck, listen to their channel. It's not working as planned. Direct quote, "Increased call volume, limited resources, workstations that suck, added complexity of incidents involving multiple agencies, lack of previous interoperability, and thrown into the fire training and coordination is hindered by inefficient management."

Probably cause Fairlawn has MAC in their radios, but not CF PD1, its a stopgap until they can OTAP all their radios or get a tech on site.
maybe but they might not have the radios programmedWouldn't it make more sense to patch Fairlawn PD 1 (62701) with Cuyahoga Falls PD 1 (62661)?
