From all my experience, scanners really do struggle with this p25 simulcast distortion so bad that I immediately appreciated the difference with the Unications.
The only scanners designed to handle the simulcast issue are the SDS which work well for that but have other issues. No simulcast reception problems with Unications but they lack some "scanner" features.

So if I go down the street I picked up PC. When I headed down to the Rye Pc area I hear everything. Picking up PC, MTA down at GCT. Basically where I am located (7mikes from nearest MN station and 600ft elevation I don’t get anything. All about the location and maybe getting a better antenna?

The talkgroups will be active on whichever cell(s) have at least one subscriber affiliated. That may mean that you'll hear activity on both cells, or perhaps intermittently on the more distant cell from the agency's area.

If a radio is affiliated with that talkgroup on the Zone 3 cell, yes, otherwise no, as I stated in my previous post.

What other issues does the SDS radios have that I should be concerned about if I wanted to get one?

The SDS series is pretty solid on 700/800 MHz P25 systems, especially where simulcasting is a factor. You should be fine for scanning the MRRS and probably also the Westchester system, but it also wouldn't hurt to purchase the scanner from a place that has 30 day no-hassle returns in case you aren't satisfied. And of course hold off on purchasing any DMR/NXDN keys until you know you'll be keeping it, as those are non-refundable and non-transferable keys...they are married to the scanner's serial #.

You should also research the problems with the SDS series scanners if you are in an an area with high levels of RF from nearby transmitters resulting in desensitization and spurious responses. Fine for listening to your immediate local system but a problem in monitoring adjacent area system in the same band. Also various other weird effects as described in this thread:

They go long periods of time without firmware updates. Then when one comes out, it has negative effects for a good amount of people. Other than that, and besides the cheaper than cheap Chinese parts used, it’s a great radio.

Someone was checking their radio on TG 9142 on the Metro simulcast but didn't see a UID.

Has anyone had any success in being able to monitor the MTA system on a BCD996P2? I know it's not the preferred scanner but for other reasons it's what I'm working with.

As has been mentioned in this and other threads, with any simulcast system this is not the best scanner to use.

With that said, I have had success using the BCD996PD in a base mode, where I used to work. There were six of these scanners there, only two were receiving the MTA System, four were not. All six were successfully receiving the Westchester County P25 Phase 2 system. Researching the issue I found that the four that were not receiving were connected to the same antenna splitter, I could not find where to the two "good" scanners were connected to.

So, yes it is capable of receiving the MTA System.

Not sure why when scanning this system on Zone 3 with my SDS100 I have it setup to only scan the Westchester Local Police Departments. I have an issue with Eastchester Police Department Dispatch (TG: 9252) where it is not picking up communications when in Scan mode. I can hear a lot of communications on Harrison PD Dispatch (TG: 9563.) When I am holding on Eastchester, I can hear some communications but not much.

Can anyone give me insight in to why this might be happening? Thank you.

Interesting I pick up everyone else but Harrison PD.

Just heard the Dsitrict 4 sergeant advise the dispatcher to “have all district 4 units switch to the district 4 tac channel”.

Does anyone know what talkgroup that might me? I see there are tac channels for all the other districts except 4.
