New Chicago OEMC Public Safety - 800 MHz P25

It would appear, based on the last couple weekend's large events, the 800 mhz. system is being used primarily for these details. CPD Event-1/Event-2 as well as CFD JHAT/FD Event-1/FD Event-2 were in use. CPD's Event talk groups were partially encrypted with the dispatcher in the clear, and CFD's JHAT talk group was encrypted while Events 1 & 2 were in the clear as noted in the database.

I did see a new block of radio ID's that I did hear being tested by the CFD radio shops on the CFD talk groups previously. 168xxxx dos not fit any CFD or EMS district pattern, and I "suspect" these radios are going to be used in the future for the DNC and beyond. Radio signature 6-4-27 was heard on a few of these radios, and currently that's not an assigned CFD radio signature, but falls in line under the Breathing Apparatus 6-4-xx block. Might be something new I'm not aware of, or a phantom radio signature for the upcoming DNC?

I did see TGID 5413/Phase 2/Enc come up regularly during the event. Based on 5411 being Event-1 and 5412 being Event-2, it wouldn't be a reach to think it could be Event-3. Since it's not confirmed, wouldn't add that to the database yet.

Citywide 6 was in use for outer perimeter traffic control in both analog and being patched to the 800 system. The talk group is listed in the database.

TGID 5905 (P25/Phase 2/Encrypted) was seen today with testing from one of the three letter federal agencies (based on RID's seen and not heard). The 5900 series is "normally" the P25 UHF conventional encrypted talk groups, but that doesn't appear to be the case with this talk group.

I just heard an O'Hare TMA on the 800 system with a RID 52258xx series. They normally talk to the OCC on a patched talk group through the Tetra system which doesn't produce a RID and sounds very "tin-can-ish". This sounded very good being on the 800 system. A Midway TMA was also heard using a radio in this series today and they do use the 800 system (TGID 27016), but not that RID series.

My "speculation" is that they're using Harris consoles for the Event channels and they're not capable of transmitting encryption on a Motorola system. Since no RID's are being transmitted, and the Zone consoles are is my reason for this speculation.

Seeing TG 5150 in use with what sounded like PD comms I was away from the radio but was able to catch the TG. Unit ID 500xxxx 5101318 9673002 reported one in custody. phase 1 clear

Sounds like a zone channel unit ID 5312520 just asked for transport to the station
