Ventura County moving to 7/800 P25 trunking system by 2020

Ventura County pursuant to Section 90.629 (A) (2) of the Rules and Regulation of the
FCC , respectfully request authority for a five-year extended implementation period to
complete construction of the 700 Mhz P25 trunked LMR system for Ventura County.

Background
(1) The proposed Ventura County Trunked Radio System will require longer than
twelve (12) months to construct and place in operation because of its purpose,
size, and complexity. The Ventura County has adopted the following goals for
the County-wide radio system:
a. Performance/ Coverage County-Wide No Degradation from current radio
system
b. Multi-Site Simulcast; Trunked Digital Radio System
c. System Capacity target of 15,000 users
d. Interoperability All Bands and Agencies
e. System Access < .2 seconds
f. Priorities (Police & Fire)
g. Reasonable Cost per User
h. OTR, Over the Air Reprogramming

Maybe I misread the document but it says


Ventura County existing simulcast analog VHF system is currently at the mid-point of its
life expectancy. Ventura County has 28 allocated 700 MHz Phase 1 frequencies which
were approve by Region 5 California Public Radio Association to develop into our next
generation radio system. Ventura County hopes to bring along all City and government
users into a county-wide interoperable system. Funds will consist of capitol and grant
funding for each fiscal year of this plan.

I thought FCC required all 700Mhz systems must be demonstrated Phase-II TDMA 6.25kHz spacing after January 1, 2017.

That web page is out of date. On October 24, 2014 the FCC released a Report and Order (Proposed Amendments to the Service Rules Governing Public Safety Narrowband Operations in the 769-775/799-805 MHz Bands, et al., PS Docket 13-87, et al., Report and Order, 29 FCC Rcd 13283 (2014) (Report and Order) which eliminated the narrowbanding date for 700 MHz narrowband voice systems.

What document do you have to support this?

Don't need a document to prove that encryption won't be implemented. It's a built in feature and any city or county that gets grant money from Dept of Homeland Security will flip the switch. Ventura County is no different than Orange County that flipped it 15 yrs ago, then Riverside County, and now San Bernardino is currently moving for full encryption.

Its a no brainer at this point.

This is going to suck

So I am a novice scanner user. What is this gong to mean to me? I mainly listen to SVPD and VCFD. Once in a while VCSO, but since I am on Far East end of Simi I don’t hear them that well. I am using a uniden bcd436hp.

If it's anything like other systems, PD and SD will likely be encrypted, and FD might not be. Then again, FD could also go encrypted and nothing will be available to a scanner user to listen to. That's just using past history with other systems. Also, some agencies might want encryption, and others may not. It's really a "who knows" at this point.

Also, depending on the scanner you own, you may or may not have to upgrade your scanner.

But it seems like this is in its infancy, so no one will really know until it starts to come more on-board.

Ok... So another newbie question...

I am using a BCD436HP with Sentinel software. I don't see in the database where these channels are. How can I put them onto my scanner?

You’ll want to wait a couple days for the database update to be released. Then it will be in the trunked systems for ventura county.

There's been talk here-and-there about LA-RICS costing too much money in the long haul. I'm just hoping the delays continue, or else I'll be forced to move out of LA County. I can't see myself living somewhere where I can't openly listen to P/S comms.

That aside, has VC done any feasibility studies to show that this 700 system will operate better than VHF, especially in the hilly, wooded areas of the county? Plus, VHF is just so much easier with portable repeaters, compatible equipment, cost savings, and INTEROPERABILITY. But I guess they'll have the dual-band radios for that.
