Ventura County moving to 7/800 Phase I P25 trunking system by 2020

Seems to be 8am every morning so far. I haven't been listening for too long.

Heard the roll call just now, audio sounded great. Did you happen to record it? I wasn't able to hear who was called between Ventura PD and Hueneme PD.

I only have a single SDR for receiving the voice channels (the other is parked on the control channel) and it was pointed at other systems this morning. Oxnard Police should follow Ventura Police.

New voice channels logged for site 2. I submitted the 2 you found for site 1 also.

Sounds like the Simi Valley Police Department has a major roll with the 7/800 P25 trunking system



This system is being managed and built by Ventura County GSA, Simi Valley isn't a stakeholder in this project.

This means nothing. Its a quad band antenna. It could be a switch over in time with Ventura's system or this antenna could be to continue their support of their UHF High band radio system.

Even if they are installing a new antenna or a new APX 8500 radio this radio will continue to support their current system or move over in time. By the post before you it was explained that Simi Valley is not a stakeholder in the project.

You are correct, this was speculation on my part however, after hearing the audio file on another post with Simi PD doing all of the radio checks with other Ventura county LE agencies I'm sure my fears are correct. And one more fear I bet they will be 100% encrypted too.

Dont let it fear you. Everything is out of everybodies control anyways. The goal of all LE in Socal is to encrypt. Its just a matter of time until everybody is gone.

We see the direction of all of these new systems coming alive. Encryption is just built into the specs of the system and that's it. End of story. Just enjoy what you have each day and that's it.

Everybody has speculation over Simi Valley all the time and this city is a buzz word around here, but we all know in time it will be gone. BV went bye bye so why not the next city on the list. Its basic common sense and the trend we all see.

Looks like there's also an evening roll call at 8PM in addition to the morning roll call at 8AM. Today both were initiated by CSUCI, so maybe they take turns. I've got hardware receivers for the system now, but still no full-time equipment until I muster up the courage to spend the $20 on another SDR -- I'll mostly be looking for new talkgroups. Active voice channels appear to be the same, so I take it they're not adding more channels until the system starts to mature. There's a lot of overlap in radio IDs, I'll look into those later once I get more samples; twice a day doesn't leave me with a whole lot of content.

20005 is Port Hueneme PD so I’d imagine 20004 is Oxnard PD but I haven’t heard them answer yet so it is not confirmed.

Tonight, VCFD informed CSUCI (running the roll call) that Oxnard PD "does not have this frequency". That should explain their absence on the 700 MHz roll calls.

I think encryption is going to come down to the individual agency and if they want to shell out the extra cost per radio.

There is no extra cost for encryption now with new radios. Every agency will want Encryption enabled as all LE in SoCal is moving to Encryption

I'm not an expert, but from what I've seen on purchase contracts, the cost is there for encryption vs. no encryption. I know there is MACE boards standard in APX radios, no more UCM's, but the option still has to be added. I'm sure a motorola dealer can chime in on this.

You are correct, encryption, is a add on item. It is not standard in the radio and/or "free" Motorola doesn't give things away for free.

Remember, this system is being built and managed by the County of Ventura General Services Agency, not VCFD or VCSO on its own. The smaller Police departments have the option to join this system, but are not required to at all. There have been rumors that Oxnard PD has looked into their own P25 conventional system similar to Port Hueneme. We are still many years away before we see any public safety use this trunking system. 2020/2021 we will see public works, Water Dept, and other county services move over to it.

I can pretty much guarantee that every law enforcement agency that will join this system will go encrypted. It's a no brainer at this point. I could be .00000001 percent wrong but I can pretty much say that all of these departments are on board with it. Every agency is pretty much

"follow the leader" at this point. The leader was OC over almost two decades ago and everybody else has followed suit. Just saying.

Its time to get off your encryption high horse. LAPD isnt encrypted, bulk of ICI law dispatch isnt encrypted. Those have all been implemented after OC.
