I'm 99.9% sure that is from northern Indiana. It fits the time frame that they had severe weather, and those are both valid counties. It's interesting to me because most places ditched lowband in favor of the statewide 800 MHz system, so I wonder if they still do alerts on lowband for monitor receivers or the like.
